<br />After much discussion among the Planning Com-
<br />mission and City Council, another public hearing will be
<br />held to review a proposed ordinance that modifies off-
<br />street parl(ing standards. The purpose of the ordinance
<br />is to reduce the amount of outdoor storage in residential
<br />areas.
<br />
<br />At their meeting on January 22, City Council di-
<br />rected staff to bring forward another version of an amend-
<br />ment that would allow up to five items to be stored outside
<br />at any given time on properties five acres in size or less,
<br />or up to eight items for properties exceeding five acres in
<br />SIze.
<br />
<br />Unlike the current ordinance, the items allowed for
<br />outdoor storage would not be categorized by whether or
<br />not they are motorized, non-motorized, or for recreational
<br />use. The number of items allowed for outdoor storage
<br />would be an aggregate number that includes cars or trucks,
<br />trailers, snowmobiles, boats, campers, RV's, etc.
<br />With the proposed ordinance, non-motorized
<br />equipment would be subject to the same parking surface
<br />requirements that are currently required for motorized
<br />equipment parl(ed in side or rear yards (pavement in urban
<br />districts and Class 5 in rural districts).
<br />Examples of items that would be exempt from
<br />the new regulations include items typically associated
<br />with residential uses such as garden and lawn equipment,
<br />bicycles, and equipment utilized in association with an ac-
<br />tive farm.
<br />Currently, the City Code does not have a limit on
<br />the amount of outside storage of these items, but requires
<br />all vehicles to be licensed, operable, and parked on an
<br />improved surface. This has been problematic to enforce
<br />because of the difficulty in proving operability.

<br />the Planning Commission meeting on Thursday, March 6,
<br />beginning at 7:00 pm at the Ramsey Municipal Center to
<br />collect public comments on the proposed changes. You
<br />may also submit written comments to the Planning Divi-
<br />sion by 4:30 pm on Thursday, March 6.

<br />· In September, the city will notify delinquent account
<br />owners of their outstanding balance, and unpaid bal-
<br />ances will be certified to property taxes.
