Development

~

Off-Street Parking
Ordinance Back to Planning
Commission in March

After much discussion among the Planning Com-
mission and City Council, another public hearing will be
held to review a proposed ordinance that modifies off-
street parl(ing standards. The purpose of the ordinance
is to reduce the amount of outdoor storage in residential
areas.

At their meeting on January 22, City Council di-
rected staff to bring forward another version of an amend-
ment that would allow up to five items to be stored outside
at any given time on properties five acres in size or less,
or up to eight items for properties exceeding five acres in
SIze.

Unlike the current ordinance, the items allowed for
outdoor storage would not be categorized by whether or
not they are motorized, non-motorized, or for recreational
use. The number of items allowed for outdoor storage
would be an aggregate number that includes cars or trucks,
trailers, snowmobiles, boats, campers, RV's, etc.
With the proposed ordinance, non-motorized
equipment would be subject to the same parking surface
requirements that are currently required for motorized
equipment parl(ed in side or rear yards (pavement in urban
districts and Class 5 in rural districts).
Examples of items that would be exempt from
the new regulations include items typically associated
with residential uses such as garden and lawn equipment,
bicycles, and equipment utilized in association with an ac-
tive farm.
Currently, the City Code does not have a limit on
the amount of outside storage of these items, but requires
all vehicles to be licensed, operable, and parked on an
improved surface. This has been problematic to enforce
because of the difficulty in proving operability.
Copies of the proposed ordinance are available for
review; please contact JoAnn Shaw, Community Develop-
ment Department, Planning Division at 763-433-9824 or
jshaw@ci.ramsey.mn.us. A public hearing will be held at
the Planning Commission meeting on Thursday, March 6,
beginning at 7:00 pm at the Ramsey Municipal Center to
collect public comments on the proposed changes. You
may also submit written comments to the Planning Divi-
sion by 4:30 pm on Thursday, March 6.

Utility Billing Continued
from Page 1

· Payment terms are due within 20 days of invoice
date.
