During the goal- setting discussions, participants occasionally will identify a <br />proposed goal, which upon further review represents a statement of principle or <br />practice to which the city is committed in its continuous pursuit of excellence in <br />leadership and management. The following five Basic Operating Principles were <br />identified: <br />Working cooperatively with education providers to ensure the availability of <br />desirable school facilities within the Ramsey community. <br />Pursuing public - private partnerships and grants from foundations and other <br />sources as a means of providing funds for municipal capital and operating <br />requirements. <br />Monitor regional and national projects for the provision of technology <br />infrastructure. <br />Continue to monitor internal and external city communications; perform <br />comprehensive review of what other cities are doing to continually improve <br />communication with our residents, customers, employees and the media. <br />Renew the faith of our residents, to include: <br />• Re- engage the public on changes to. the RTC Master Plan <br />• Encourage and facilitate communk involvement. <br />• Invest in physical image—entrances-4p the city and corridors. <br />• Open, honest communication. <br />• Conduct neighborhood inform onal meetings. <br />• Continue OST process. k ° <br />• Send clear, consistent messages from staff and council. <br />• Allow and encourag gal ydebate of critical issues. <br />• Share the factsf baatOund more readily. <br />• <br />Encourage participation in local government issues and seek <br />community input, but not limited to conducting conununity <br />surveys. <br />
