Create a marketing plan <br />"Market" master planning <br />Executive Summary <br />Council Staff Retreat February 1, 2, 2008 <br />Note: The need for more conversation on Town Center was discussed at the retreat. Achange to <br />the master plan may be required if big box is determined to be a catalyst for Town Center <br />Development. Process suggested for likely big box development proposals in Town Center: <br />Public Facilities <br />Goal No. 3: Acquire /preserve the land necessary to meet our public facilities need, including, but <br />not limited to, a permanent Public Works Campus, a Community Center and a Water Treatment <br />Plant. <br />Public Facilities Focus for 2008 - 2009: <br />• Create a 10 -20 year equipment /facilities plan with coinciding financial plans that <br />includes: Surface water treatment plant with neighboring community, Fire Station Nos. <br />2 & 3 and Old City Hall Site and a community center. <br />• Secure approval for development of Community Center. <br />• Water Treatment Plant plan: <br />o Consider a wastewater treatment plant. No pump and dump. <br />o Surface water treatment plant with neighboring community buy -in. <br />• Decide what is going to be done with Old City Hall site. <br />Parks and Trails <br />Goal No. 4: Continued commitment to our park and trail system and preservation of our natural <br />resources. <br />Parks and Trails Focus for 2008 - 2009: <br />• Establish a Park and Recreation department. <br />• Create a beautification place for entrances to the City and trails, etc. <br />• Create a 6th community park on the north side of the City <br />• Capitalize where we can on passive opportunities (walking trails, bird watching, etc.) <br />• Create a plan for life -cycle recreation <br />• Provide an element of "walkability" in Town Center development (Park system). <br />Housing <br />Goal No. 5: Make progress towards attaining life cycle housing goals identified in comprehensive <br />plan. <br />Housing Focus for 2008- 2009: <br />• Start at a higher end 'green' development <br />• Consider less multifamily /townhomes construction <br />• Focus on all aspects of housing, short and long -term, rather than just trendy styles. <br />• Redevelopment plan <br />Executive Summary: Vision, Goals, Priorities, Action items <br />February 1, 2, 2008 Council /Staff Retreat <br />
