WEAKNESSES OR DISADVANTAGES <br />After reviewing the responses from the pre- retreat survey, both staff and council voted on the <br />weaknesses they thought were the most important to consider and overcome as they <br />proceed to plan and develop the community in a manor consistent with their vision. <br />"Poor Goods and Services" and "not a full - service community need further definition as the <br />panning process continues. <br />THE BIGGEST OPPORTUNITIES <br />(Council and staff - ranked) <br />Ranked: <br />1. Town Center development <br />2. Northstar station and transit expansion <br />3. Improve the current image city -wide <br />4. Target Store <br />5. Transportation issues (Hwy 10 and MSA route) <br />6. Comprehensive Plan <br />7. Business Development <br />8. Community Center in Town Center (Private or Public /Private) <br />City of Ramsey <br />Council /Staff Retreat <br />February 1, 2, 2008 <br />LIKELY CATALYSTS: "GETTING TOWN CENTER MOVING" <br />Since there was a heavy emphasis placed on the importance of developing the Town Center, <br />both the council and staff were asked what they each thought would /should be the key <br />catalyst for getting the Town Center "moving ".
