-200- City of Ramsey Council /Staff Retreat February 1, 2, 2008 Council: Community Center, theater, big box retail, retail; Target Store; rail station; family style restaurants and sports bar; service- oriented business; Staff: Rail station, Target "P" Store, mix of housing, redefine mix of single family /multiple family, Community Center; willingness to change master development agreement; some - maybe limited big box; developer with vision and financial backing; 1 or 2 anchor stores; additional housing; restaurants; fitness center; medical office; business college 2008 FIVE YEAR GOALS (not ranked) Small work groups were formed to discuss and select their 2008 five -year goals for each group presented their conclusions. While the goals were not "wordsmithed" during the retreat, the elements were discussed in the large group setting. The facilitator, based on the information and direction provided by the group, wrote these goals. The biggest differences between the 2007 goals and 2008 goals are that the earlier ones had more focus on the comprehensive plan, technology and communications. The action for the staff is to refine the wording of these goals, incorporate 2007 focus points into 2008, and, where relevant, present them to the council for adoption. Renew The Faith Of Our Citizens was not identified as a five -year goal because it needs to be achieved in the next year. It is listed as a short -term goal for this reason. Transportation Goal: No. 1: Transportation: develop plans for an upgraded and integrated transportation and transit system that includes a Northstar rail stop. Transportation Focus for 2008 -2009: • Amend the Comprehensive Plan to include Multi -Modal Transportation. • Planning should include circulator bus (will be necessary for a viable Community Center) • East /west connections, adopt arterial road plan. • Securing a Northstar stop in Ramsey. Development Goal No. 2: Ease tax burden for our citizens with new commercial /business development that necessitates including the creation of a viable Ramsey Town Center and development that provides significant employment opportunities for current and future residents. Development Focus for 2008- 2009: • Big box - Work toward securing an agreement for development as a catalyst for the development of Town Center. • Target Store Working toward securing an agreement. • Theater Identify possibilities. 6
