Background: <br />REPORT FROM PUBLIC WORKS <br />By: Public Works Staff <br />The Public Works Committee met on Tuesday, February 19, 2008 and discussed the <br />following four cases: <br />CITIZEN INPUT <br />Review of Mailbox Replacement Policy <br />Case #1 <br />Background: <br />This case involves a multiple mail box replacement request. Currently the City has a <br />policy whereby we offer $75 toward the replacement of a (single) mail box. The resident <br />feels he should be able to claim $225 ($75. x 3) in damages because the installation <br />included three mailboxes. Staff informed the resident of the City's current policy and <br />offered that the matter would be brought to the Public Works Committee for review. Staff <br />is asking for direction on whether the Committee feels the policy should be changed so that <br />the amount is increased when there are multiple mailboxes involved. Staff suggested 25% <br />of the $75 for up to four boxes which would make the expended amount $150 maximum <br />Motion to recommend City Council amend the mailbox replacement policy as follows: <br />$75 for one mailbox with an additional $25 for each box on a multiple structure - up to <br />$200. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #2 Consider Release of Inspection Escrows for Highland at River Park <br />Background: <br />Since last July staff has been working with the residents and developer of HIGHLANDS at <br />RIVER PARK to investigate and correct a leaking pond within the subdivision. The <br />dialogue has advanced to the point where the developer appears reserved to correcting the <br />problem, and working with the residents and staff to seal the pond. This case was brought <br />about by a written request from the developer to release their escrow funds, totaling <br />approximately $85,000, so a plan could be developed and implemented. The Public Works <br />Committee and staff had some concerns with releasing the funds until a plan was in place <br />and corrections were underway to repair the problem. As a compromise, the City attorney <br />and staff proposed retaining $30,000 and releasing the balance. The retained funds would <br />
