Parks Supervisor Riverblood indicated this was an estimate of the costs. They will be incurring
additional costs for things such as soil borings. He stated the Engineering staff is doing the tree
survey work on site along with other survey work. This will save them several thousand dollars.

Chairperson Johns thought the time line looked great on this proj ect.

Case #2:

Mississippi River Trail Update

Parks Supervisor Riverblood indicated the purpose ofthis case is to update the Commission on
the various trails and opportunities associated with those trails (existing and proposed) along the
MississippiRiver. In addition, Ramsey's relationship to trails of regional and national
significance shall be discussed.

Parks Supervisor Riverblood made a presentation and reviewed some slides with the
Commission.

Chairperson Johns stated this is already an initiative with Anoka County. She wondered if the
pedestrian bridge overpass or crossing be a Ramsey facilitate or would this be a County project.

Parks Supervisor Riverblood stated the Mississippi River Trail would be on municipal property
but is already a regional trail. As it relates to the Hwy 10 and rail crossing he did not think
Ramsey would be paying over $4 million for this. He stated they will have the future commuter
rail station here along with the existing parking ramp, which will bring people to and from the
Metropolitan area. He noted this is a prime location for the overpass to the trail.

Chairperson Johns thought if they could get the trail connections it would promote tourism and
make the sites very interesting.

Commissioner Shryock thought the trail would be an amazmg way to get people safely
downtown.

Chairperson Johns wondered what the staging is for this.

Parks Supervisor Riverblood stated connecting the City of Anoka is probably slated for the next
year or two. He stated some of the bigger ticket items will take longer and be done down the
road.

Commissioner Erickson asked when the bridge crossing Hwy 10 would be completed.

Parks Supervisor Riverblood stated this is listed in the Capital Improvement Program and he
thought they would zone for the use on the south side of the area which would save it for when
the overpass is completed. He stated in the Capital Improvement Program it is always shown as
the last year in the five-year plan because it is a four million dollar project.

Park and Recreation Commission/February 14, 2008
Page 3 of 5
