<br /> <br />~ <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Performance Evaluation Process for City Administrator <br />By: Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />City Administrator Kurt Ulrich was hired by the City Council on September 17,2007. <br />Mr. Ulrich's six month anniversary with the City of Ramsey is March 17, 2008. <br />Mr. Ulrich's employment agreement with the City indicates that a performance review <br />will be conducted six months after hire, one year after hire and annually thereafter. <br />Waters-Oldani Executive Recruitment assisted the City in recruiting and hiring <br />Mr. Ulrich, and under the terms of their contract with the City, they will assist with the <br />fust performance review. <br /> <br />In its 360 degree performance evaluation process, Waters-Oldani uses a web-based <br />process that will allow members of the City Council, the City Administrator and <br />department heads to rate the City Administrator's performance on eleven competencies. <br />The competencies on which the City Administrator will be rated are as follows: <br />visioning; decisive judgment; business acumen; driving for results; customer focus; <br />integrity; continuous learning; coaching and developing others; negotiation; interpersonal <br />communication; and continuous improvement. After the results have been compiled, the <br />final report will provide feedback that compares how Mr. Ulrich rated himself to how the <br />members of the City Council and department heads rated his performance. <br /> <br />In addition to the eleven competencies that will be measured by Waters-Oldani, the City <br />Council may wish to measure additional competencies. In Exhibit A, which is attached, <br />staffhas provided a list of competencies which the City Council may wish to measure as <br />part of the performance evaluation process. These additional competencies, if considered <br />by the City Council, would be measured outside of Waters-Old ani's process. <br /> <br />If at the March 18, 2008 meeting, the City Council agrees to a process and the <br />competencies to be measured, raters will complete their evaluations online by <br />March 31,2008. Results will be compiled and shared with the City Council and City <br />Administrator in a closed City Council meeting in mid-April. <br /> <br />Action Statement: <br /> <br />Consider directing staff to work with Waters-Oldani to implement the performance <br />evaluation process outlined above. <br /> <br />-5- <br />
