CITY COUNCIL WORK SESSION
Topic Report: City Entry Point Monument Signs
By: Sylvia Frolik, Interim Community Development
Director

. j
Citl Of ~~
RAMSEY

Background:

Utilizing Monument signs is a way to help define and brand a commu~ity. The City of Ramsey
has two signs located on Hwy 10 Eastbound and Bunker Lake Boulevard Westbound / Hwy 47
Northbound that were created by entities other than MN DOT. Some communities have chosen
to build monument signs to help identify their communities. Cities such as: Anoka, Coon Rapids,
Elk River, and Andover to a lesser extent have all designed signs that are unique to their specific
communities.

Decisions regarding the need, type, cost and the possible locations of monument signage is
important. The Ramsey EDA is in the process of answering these same questions for Business
Park monument signs. The Economic Development Authority (EDA) discussed monument signs
and their use within the City at the December 13,2007 meeting. Recently, the City was contacted
by CMDC regarding the construction of monument signage at key entry points to the City's
industrial parks and particijJation in the financing of that project. The EDA asked ifCMDC
would be interested in participating in "Welcome to Ramsey" signs but this option did n0t meet
the requirements of that organization. The consensus among the group was that the construction
and strategic placement of monument signs at entry points to the business parks would be a good
way to finish the parks off and to help identify Ramsey.

The Economic Development Coordinator met with a contractor to discuss price options for the
attached sign type chosen by the EDA. The sign type was designed to be consistent with
Municipal Center materials. Individual signs will cost approximately $12,600 but it was
indicated that there could be a cost savings if multiple signs were erected simultaneously. The
price does not include bringing electricity to the sign but a local energy provider has expressed
interest in assisting in that aspect. It has also been conveyed to staff by the local energy provider
that the electrical cost to operate these signs is minimal. Staff was directed to develop an
implementation plan that outlined the total cost, EDA cost, sign locations and a schedule in 2008.
,

Staff believes that the information gathered by the EDA could be helpful in determining how to
proceed in monument sign discussions. A power point presentation including photos of the
City's entry points, current City signage, and examples from other communities will be provided.'

Funding Source:

To be determined

Action Statement:

Based on discussion.

Reviewed by:
Economic Development coo~~, j - ~
Assistant City Administrator ?/ "'. ~
City Administrator //,. ., l.. -..
"

CCWS: 03/18/2008

-11-
