parcel, which was apparently contemplated at the time ofthe original subdivision
approval.

By including these additional elements with this project we can take advantage of economies of
scale and reduce restoration costs associated with installing the watermain alone, as the trail and
access road/parking facilities would be within the same alignment as the watermain. It would
also eliminate one very long cul-de-sac, and provide a roadway and trail connection for the
existing neighborhoods in the area.

Staff will be scheduling a neighborhood meeting soon to outline the project for the residents, and
gather information and discuss ideas/concerns that they may have related to the project. We will
come back before the Council at a later date for acceptance of plans and specifications, and to
request advertisement for bids.

Funding:

The watermain portion ofthis project is to be funded through the Water Utility Fund. The trail
construction, if approved, would be funded through the City Trail Fund. The access
road/parking facilities, if approved, would be funded through the Lawful Gambling Fund,
consistent with the approved CIP. Financing for the road connection between the existing
Gamet Street and 14Sth Lane cul-de-sacs, and associated land acquisition, have not been
determined at this time. A cost estimate and potential funding mechanisms will be available at
the meeting. Below is a summary of the financing for various elements of the proposed
improvements:

Watermain Street Trail Total
Funding Source Looping Improvements Improvements Project
Water Utility Fund $195,000 $ $ $195,000
City Trail Fund $ $ $90,000 $90,000
Lawful Gambling Fund $ $67,500 $ $67,500
TOTAL $195,000 $67,500 $90,000 $352,500
Recommendation:

City staff recommends that the Public Works Committee recommend to the City Council
authorization of Project #OS-XX, Alpine Park watermain looping; including the roadway and
trail connections, and parking facilities, and order the preparation of plans and specifications for
the improvements.

Reviewed by:
Public Works Director/Principal Engineer

PW: 03/18/08

2
