<br />CASE # ~ <br /> <br />CONSIDER COMMENTS FROM 2008 STREET MAINTENANCE PROGRAM <br />PUBLIC HEARING <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The public hearing on the 2008 Street Maintenance Program was held on Tuesday, March 11th <br />and comments were presented which could have a significant impact on two of the <br />improvements projects included in the program, IP 08-04 and IP 08-06. This case is intended <br />to solicit direction in responding to these comments. <br /> <br />IP 08-04 <br /> <br />Mr. Chas Lundgren representing Vision Ease Inc. appeared at the public hearing to request <br />that a 0.58 mile segment of IP 08-04 be delayed until 2009. This project includes the <br />sealcoating of a total of 3.73 miles of MSA streets including segments of both Variolite and <br />Sunwood Drive. Mr. Lundgren explained that environmental dust is causing serious production <br />problems for Vision Ease and that the company will be installing $2,000,000 of filtering <br />equipment to correct this situation. This equipment will be operational by 2009 and Vision <br />Ease would like any activity which could aggravate this problem curtailed until then. <br />Mr. Lundgren has been advised of this meeting and invited to attend and participate in this <br />discussion. ' <br /> <br />Staff has pointed out that the cover aggregate used for the sea1coating operation will be <br />specified to contain less than 1 % of particles less than 75 microns (clay sized particles) since a <br />clean aggregate is beneficial to. good sealcoating results. In addition MSA roads will be sealed <br />this year with oil containing a polymer which will increase the adhesion of the aggregate and <br />greatly reduce the curing time. The streets being sealed with,this polymer oil could be swept <br />the same day as the oil is applied. In addition staff could work with the contractor to schedule <br />the application along Sunwood Drive during a period of favorable weather conditions to further <br />reduce the potential for dust within the area. It would be the preference of staff to retain the <br />0.58 mile section of Sunwood Drive between Ramsey Blvd. and Bunker Lake Blvd. on this <br />year's program and to work closely with Vision Ease to ensure as little fugitive dust as <br />possible. <br /> <br />Alternatively, it would be possible to delete this segment and add a different segment of MSA <br />street to utilize the MSA funds budgeted for this year's program., If these funds budgeted are <br />not used, they will not be lost to the City. However, there is a limit on percentage of the city's <br />annual MSA allocation which can be spent on maintenance activities in a given year. Adding a <br />different segment would also not allow sufficient time to assess benefitted properties along <br />these segments in accordance with our assessment policy.
