<br />have suggestions of possible MSA. segments which might be considered for substitution in this <br />year's program. <br /> <br />IP 08-06 <br /> <br />A second project on which comment was made involves IP 08-06 the bituminous overlay of <br />Andrie Street and 164th Lane including the three cuI de sac streets north of 164th Lane. All of <br />these streets were constructed between 1985 and 1987 with a bituminous curb and are proposed <br />for a one and one half inch bituminous overlay. Mr. Colin McGlone and Mr. Bill Kingston, <br />both property owners within the project have requested consideration of alternate <br />improvements which would increase its load capacity and provide a more aesthetic appearance. <br />Their suggestions including replacing the existing curb with a concrete curb and increasing the <br />thickness of bituminous to allow the road to be upgraded to a nine ton design standard. Mr. <br />McGlone and Mr. Kingston have been advised qf this meeting and invited to attend and <br />. participate in this discussion. <br /> <br />Staff agrees that the additional standards proposed would be beneficial to the long term <br />function of the roadway. However, any significant change from the improvements advertised <br />in the public hearing notice would require a second notification and public hearing. In the <br />event a petition were to be received prior to April 151 for an alternate improvement, it would <br />still be highly unlikely that there would be sufficient time to allow for construction in 2008. <br />Staff could provide cost estimates for various alternatives that might be considered including <br />the following: <br /> <br />1. Increase the thickness of the bitUminous overlay to meet a 9 ton standard design and add a <br />new bituminous curb only in flat areas where the loss of curbing would present an erosion <br />problem. <br />2. Increase the thickness of the bituminous overlay to meet a 9 ton'standard design and add a <br />new bituminous curb integral with the entire overlay. <br />3. Reconstruct the roadway to a 9 ton standard including the installation of concrete curb and <br />gutter. (Staff believes that this would be a less expensive alternative to placing new <br />concrete curbs and overlaying the existing pavement.) <br /> <br />All the proposals above raise policy issues which would need to be determined before costs <br />could be presented to the public. These questions would include: <br /> <br />. Would the city participate in costs associated 'Yith bituminous curbing or concrete curbing? <br />If so then at what percentage? <br />. Would the City wish to limit such "upgrade improvements" to MSA Streets? Andrie St. <br />and 164th Lane were added to the MSA system in 2007. However the three cuI de sacs <br />north of 1641h Lane are not MSA streets. <br />. If a portion of the street upgrade would be financed with MSA funds should sidewalk or <br />trail be required in such a project?- Staff would suggest that it be required. <br /> <br />4 <br />
