MEMO

To: Sean Sullivan, Economic Development Coordinator

From: Breanne DaInes, Associate Planner

Re: Sunfish Commons Signage Plan

Dear Sean;

I have received a copy of the letter written to you, dated February 8, 2008 from Dan
Hebert with Gaughan Companies with regard to additional signage requested at Sunfish
Commons. The following items are necessary to move forward with the requests:

1} Lighted Directional Signage (On-Premise). Currently City Code allows one
ground or pylon sign per commercial property. The construction of two additional ground
signs will require issuance of a conditional use permit (CUP) from the Planning
Commission and City Council. Any deviations from the provisions of the sign ordinance
are processed by conditional use permit and are subject to conditions brought forward by
the public hearing process.

2) Non-lighted Directional Signage (Off-Premise). City Code prohibits permanent,
off-premise signs. Therefore, a term within a conditional use permit (CUP) would also
address this deviation from City Code. lfthe CUP were granted, the applicant must gain
permission from the property owner to construct the permanent signage on private
property. MNDOT and the City of Ramsey strictly prohibit signs in the right-of-way.

3) Non-lighted U-turn sign. This sign is considered a traffic sign, and is not
regulated by the City's Sign Ordinance. Any signage in the center median of Highway 10
is subject to MNDOT's regulation.

4) Increase existing pylon sign sqnare footage. Any increase to the total allowable
square footage of 100 square feet per side requires the issuance of a conditional use
permit.

5) Construction Signage. The City has worked with local businesses in the past
with regard to appropriate signage during construction. Any concessions to the
enforcement of such additional signage would be at the discretion of the City Council.

14

17
