<br />Under no circumstances would signs in the right-of-way be permitted by the City or <br />MNDOT. <br /> <br />In summary, in order to construct the requested signage, the applicant must obtain a <br />conditional use permit to seek Planning Commission and City Council approval of an <br />overage in number of ground signs, an overage in total amount of sign square footage, an <br />exception to the off-premise, permanent sign provisions, and a provision for temporary <br />signs during construction. However, it is not possible to construct signs in the right-of- <br />way.
