Threshing Shows (up to two (2) per summer) <br />The applicant has stated that all events will be held within the softball fields as shown on <br />the proposed Site Layout exhibit. If approved, all necessary permits, excluding a Special <br />Events Permit, will continue to be required of the applicant as needed for the uses listed. <br />Annually, a calendar of events will be required of the applicant and a detailed proposal of <br />each event will be required to be reviewed by staff no later than two (2) weeks prior to <br />the event. The applicant has already submitted a calendar of events for the entire site for <br />the first year of operation. Staff believes that since the motocross and demolition derby <br />elements have not been included in this request, the proposed land use is more <br />appropriate than the previous request. <br />Initially, no permanent structures are being proposed; tents will be used occasionally, <br />which will require a Tent/Membrane Permit from the Fire Department. Any future <br />accessory structure requested would require a site plan review and building permit. <br />Any outdoor event that is not specifically stated in the subject property's existing <br />Conditional Use Permit (CUP), or proposed Interim Use Permit (IUP) if approved, will <br />continue to need a Special Events Permit. <br />The applicant initially requested that the IUP be approved for an initial term of two (2) <br />years. The applicant has stated that the first year is necessary for developmental purposes <br />and the second year for more established events, and did express the desire to extend the <br />IUP for the full five (5) year duration allowed without having to re- apply for an extension <br />to the IUP and paying associated costs of such application. The applicant does not <br />foresee going beyond the five year term of an IUP. Given the intent to realize the full <br />five (5) year period allowed for an IUP, it was determined that a request for five (5) years <br />was more appropriate. Staff recommends an annual review of the IUP under the same <br />parameters as a Special Events Permit process to ensure all conditions of the IUP are <br />being met in order to protect the health, safety and welfare of residents. <br />The Planning Commission held a Public Hearing on March 6, 2008. There was <br />significant discussion regarding the level of detail provided by the applicant. The <br />Planning Commission recommended that more detail be provided regarding each <br />proposed event and that a schedule of activities for the entire site be submitted. There <br />was also significant discussion regarding the noise factor associated with the use of a <br />Public Address (PA) system, the number of events proposed seems to be excessive and <br />the five (5) year duration of the proposed IUP appears to be too long. A schedule of <br />events has since been submitted by the applicant indicating which events will require a <br />P.A. System. <br />The existing Conditional Use Permit for this site does not include provisions for use of a <br />Public Address (PA) system.
