<br />Owner: Matt Schmitz Rental Property: 7108-139th Avenue NW <br />7) Approve Declaring of Surplus Property and Authorizing Disposal <br />8) Adopt Resolution #08-03-049 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received during the Period of February 21, 2008 <br />through March 5, 2008 <br />9) Adopt Resolution #08-03-050 Accepting Plans and Specifications and Ordering <br />Advertisement for Bids for Improvement Project #08-24 Ramsey Town Center Sidewalk and <br />Lighting Improvement <br />10) Consider Public Hearing Regarding Possible Suspension or Revocation of Existing <br />Conditional Use Permit for 7550 Highway 10 NW (Diamonds Sports Bar and Grill) - <br />removed and added as Case #7 on the regular agenda <br />11) Report from Public Works Committee <br />1) Review of Mailbox Replacement Policy - Council ratified the recommendation of the <br />Public Works Committee and amended the mailbox replacement policy as follows: $75 <br />for one mailbox with an additional $25 for each box on a multiple structure - up to $200 <br />2) Consider Release of Inspection Escrows for Highland at River Park - Council ratified the <br />recommendation of the Public Works Committee and authorized retaining $30,000 and <br />do additional research into the polymer solution and bring it back at a later date. <br />3) Receive Results of Dirt Driveway Paving Survey - Council ratified the recommendation <br />of the Public Works Committee and directed that staff pursue the policy of providing <br />driveway quotes at the public project meetings - and hopefully they would come in at a <br />preferred price. This would be done to encourage but not require property owners to <br />pave their driveways. <br />4) Authorize Request for Proposals (RFP) for Engineering Services for Water Tower #3 in <br />Elmcrest Park - Council ratified the recommendation of the Public Works Committee <br />and authorized an RFP for engineering services to assist in the design and construction of <br />Water Tower #3 in Elmcrest Park. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Look, and Olson. <br />Voting No: None. Absent: Councilmembers Dehen and Strommen. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Public Hearing: 2008 Annual Street Maintenance Program <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:58 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearin!! <br /> <br />Mayor Gamec called the public hearing to order at 7:58 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that this public hearing was for the 2008 Street Maintenance <br />Program and reviewed the schedule for the maintenance cycle of the City's roads. He stated that <br />most roads will have a sealcoat 5 years after they are constructed, a sealcoat 7 years after the first <br /> <br />City Council / March 11, 2008 <br />Page 6 of 16 <br />
