He stated that the City's <br />assessment policy prior to 1991 was that the entire cost of the maintenance would be assessed to <br />the property owner. He stated after 1991, the policy was changed to be 50% assessment and <br />50% City participation. He noted that this year there has been another policy change in that the <br />assessments for sealcoating will be phased out over a 7-year period. He stated that the program <br />for 2008 consists of about 20 miles of roadway. He stated that there are also some MSA streets <br />included in this sealcoating plan and the homeowners in. that area will be assessed the average <br />cost of assessment based on the relative area of their properties. He stated that that he anticipates <br />the projects will be ordered at the May 13, 2008 Council meeting and awarded at the June 10, <br />2008 Council meeting. He stated that a notice will be sent out to affected homeowners to let <br />them know the contractor and the scheduled project dates. He noted that the final costs will be <br />tabulated after the work has been done. <br /> <br />Citizen Inout <br /> <br />Cas Lundgren, 7000 Sunwood Drive NW, stated that he worked at Vision-Ease Lens, which <br />employs 450 people. He stated that they would like to request a one-year delay on the <br />sealcoating project in front of their business. He stated that they manufacture ophthalmic lenses <br />and they are at a critical phase in their growth process. He stated that by this time next year, they <br />will have over $2 million invested in ways to protect their operations with things like better <br />filtration and clean rooms. <br /> <br />Mayor Gamec asked if there would be a problem with the roadway if this was delayed for a year. <br /> <br />City Engineer Jankowski stated that there would not be critical wear on the road, but the <br />drawback would be the funding that has already been set because the City would need to <br />substitute another section of MSA roadway. He stated that the problem is that the City wouldn't <br />have time to give proper notification to the residents along the new MSA route, so the City <br />would have to forfeit the assessment they could receive. <br /> <br />Public Works Director Olson suggested that this issue be discussed at the next Public Works <br />meeting. He stated that he believes the City can work with Vision-Ease to find a solution that <br />works for everyone. <br /> <br />Ron Stewart, 8284 - 174th, stated that there is a section at the end of his driveway that has been <br />busted up for several years where the garbage truck stops. He asked whether the overlay would <br />add enough strength to the road to keep that area from falling apart. <br /> <br />City Engineer Jankowski stated that part of the overlay will be to replace the base of any failed <br />areas and then place an additional 1.5 inches on top, which should be sufficient to handle the <br />load of the garbage trucks. <br /> <br />Mayor Gamec asked City staff to take a look at Mr. Stewart's driveway. <br /> <br />Collin McLowen, 9495 - 164th Lane, stated that with the possible delay in the sealcoating for <br />Sunwood, there may be additional money that could be put towards improvement of Andrie <br /> <br />City Council / March 11, 2008 <br />Page 7 of 16 <br />
