<br />Mayor Gamec reiterated his concern that if the Council does not decide to hold the public <br />hearing there will be a problem. He assured Mr. Gruber that he would not allow people to just <br />come in and bash him or his business. <br /> <br />Mr. Gruber asked if his other Special Events Permit cases will still be on the agenda on March <br />25, 2008. <br /> <br />Mayor Gamec stated that those cases would be considered entirely separate from this issue. <br /> <br />Councimember Jeffrey asked if there was any other way to deal with this situation without <br />holding a public hearing, but still deal with the complaints that were received. <br /> <br />City Administrator Ulrich stated that the Council could put together a sternly worded resolution <br />that clearly states this event was not in the spirit of the original CUP and that Mr. Gruber could, <br />ifhe would like to hold these types of events, apply for an amended CUP. He stated that if Mr. <br />Gruber chose to try to amend his CUP, this would still require a public hearing, but it would not <br />be quite as threatening to a business owner as one to consider revocation or suspension of the <br />CUP. <br /> <br />Councilmember Elvig stated that he feels addressing the public is the key issue. <br /> <br />Alan Hamel, real estate broker, stated that the CUP that was applied for last week at the Planning <br />Commission would still like to.be considered. <br /> <br />Mr. Gruber explained that Monster Auctions had asked that thejr application be put on hold until <br />they found out what action,. if any, the City was going to take against him. He stated that if the <br />Council would consider the. auctions and flea markets, Monster Auctions would like to continue <br />moving forward with their application. He stated that he can submit their planned schedule. He <br />stated that he would like to make sure that their application and issues are considered separate <br />from his issues. <br /> <br />Mayor Gamec assured Mr. Gruber that all items are considered separately. <br /> <br />Mr. Gruber noted that Monster Auctions got the impression at the Planning Commission meeting <br />that the issues were blended together. He suggested that the public hearing for the auction, flea <br />market CUP not be held on March 25,2008 to avoid confusion and the blending of these issues. <br /> <br />2) LeDA GRANT UPDATE <br /> <br />Public Works Director Olson stated that in 2005, the City received a grant in the amount of <br />$363,756 from the Livable Communities Demonstration Account (LCDA) for construction of an <br />amphitheater in the Ramsey Town Center. He stated that because the City does not have control <br />of the parks due to the legal situation with the RTC, the City either needs to apply for an <br />extension to the grant or the monies need to be spent by June 30, 2008. He stated that in looking <br />at possible options for utilizing this grant money, there is a chance that the money can be used <br />for streetscape improvements on Sunwood Boulevard from Ramsey Boulevard to Armstrong <br /> <br />City Council Work Session / March 11,2008 <br />Page 4 of7 <br />
