Setbacks: The R-l District requires the following structure setbacks: 30 foot front yard <br />setback, 10 foot side yard setback, and 30 foot rear yard setback. Compliance with the <br />established setbacks is verified on the Sketch Plan. <br /> <br />2. Grading and Drainage: A drainage and grading plan must be submitted at the preliminary <br />plat stage. This plan must show a minimum grade over turfed area which are not <br />encmbered with drainage and utility easements. Th~ Mississippi River Overlay District <br />reguIaiions state that it must be shoWn that the proposed development will not increase <br />the runoff rate or decrease the natural rate of absorption of storm water.' Development <br />shall be consistent, with the City's Surface Water Management Plan or engineering <br />methods approved by the City. <br /> <br />3. Traffic Generation Analvsis: City Code requires a traffic generation analysis with Final <br />, Plat review. Standard procedures require that the City hire a traffic consultant to review <br />the traffic patterns and traffic impact of the development. Because of the number of units <br />proposed in this case, the traffic analysis for this plat can be accomplished in-house by <br />City Staff. However, the applicant is still responsible for the additional staff time <br />incurred to perform the analysis. <br /> <br />4. Utilities and Water Usage: The development will need to be served by municipal water <br />and sanitary sewer. Two services were installed in Ebony Street in 2005. The Sketch <br />Plan indicates three (3) single-family units with two units sharing a single service stub. <br />A third service will need to be installed to service the third unit. <br /> <br />5. Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash at the rate of <br />$2400.00 per unit, land, or a combination of the two. <br /> <br />,6. Trail Development Fees: The City has enacted a Trail Development Fee. The current <br />rate is $580 per dwelling unit. <br /> <br />,7. Sidewalks: City Code requires the installation sidewalks along one side of all non cul-de- <br />sac public streets. Sidewalks will need to be shown on the preliminary plat. <br /> <br />8. Stormwater Management Fee: The City has enacted a stormwater management fee; the <br />current rate is $397.00 per unit. The payment of this fee will be required prior to <br />recording the plat. <br /> <br />9. Tree Preservation Plan: The City is in receipt of a tree inventory and preservation plan <br />dated March 6, 2008. The tree cover on site consists mostly of red cedar and American <br />elm, both native to this region, as well as Siberian elm, which is considered an invasive <br />species. The preservation plan indicates that a portion of the existing trees along the <br />eastern boundary of the property will be preserved, which "vill provide some screening <br />for the adjacent existing single fanlily residen<;es. While Staff would encourage the <br />removal of the Siberian elms, based on the proposed grading plan, there seems to be an <br />opportunity to preserve additional American elms.
