<br />He stated the reason they have these events listed as a Special Use Permit is for safety issues and <br />coordination. <br /> <br />Ms. Karen Brown, 7854 142nd Avenue N.W., stated she has been a resident in Ramsey for 33 <br />years. She felt this was a repeat of the application last fall. She wanted to know what kind of <br />P.A. System was used at the event last weekend because it was much louder than what was <br />previously used. at Diamonds. She read a letter to the Planning Commission regarding the noise <br />impact the events would have on the surrounding residential area. <br /> <br />"Dear Ramsey Planning Commission and City Council, My husband and I spent considerable <br />time and effort as you did several months ago to address the issues surrounding the last <br />conditional use permit requested by Diamonds. We appreciated your efforts and also the <br />decision to deny the extreme events that would have wreaked havoc in our lives, our <br />community and the environment. We had hoped that this was behind us. <br /> <br />In regard to the interim use permit requested by First Class Auctions and Events we applaud <br />the effort to pursue more passive events. However even passive events can become <br />problematic if they are not managed properly. The flea markets, farmer's markets, swap <br />meets and car shows seem harmless enough as long as they are not accompanied by loud <br />music or causing traffic hazards as cars slow down to "gawk" at the activity. As a next door <br />neighbor of Diamonds, our primary concern, again, is the impact the noise would have on our <br />lives, noise generatedfrom PA systems if they are allowed to be utilizedfor auctions, threshing <br />shows and rodeos. <br /> <br />We can testify first hand to what that kind of noise would sound like because we witnessed <br />such an experience last weekend from. inside our home. Saturday evening our meal was <br />interrupted by a loud noise that first was indiscernible and then escalated into a loud <br />amplified yelling noise. Alarmed, we opened the outside door and heard an announcer and <br />cheering crows 1200 feet away at Diamond's Sports Bar. We tolerated the disruption for <br />about a half an hour and then called the police department to report the disturbance. An hour <br />later the noise had not subsided and our neighbors who live immediately next door to <br />Diamonds notified the police as well. We retreated to another area of our home to get out of <br />range of the noise not knowing when it was going to end. Gary Gruber stated at the December <br />11the meeting that he was "confident he could prove to the Council and neighbors his plans <br />would work out and he would not be a nuisance." This act is proof of what we can expect <br />from him. <br /> <br />On Monday after speaking with Ramsey city staff we learned that no special event permit had <br />been applied for by Diamonds. It has also been brought to our attention that this was not the <br />first time Diamonds has held events witllOut permits. What we don't understand is how the <br />permit process works and really just how effective it is to grant CUPs and IUPs if they can be <br />violated without repercussions. <br /> <br />We are genuinely concerned if events like these are allowed to continue unmonitored year <br />round.
