bring if we have to listen to broadcasts from Diamonds on a regular basis. We are also
concerned about the impact some events could have on traffic flow and safety.

Last fall it seemed like more emphasis was placed by some on what their personal event
preferences were instead of the impact they would have on the Comprehensive Plan for our
city, its fellow citizens and the environment We hope going forward a fair and equitable
decision can be made. Thank you for your consideration. Bob and Karen Brown"

Commissioner V an Scoy asked Ms. Brown if they hear amplified noise from Diamonds in the
summer.

Ms. Brown stated they hear background noise but it is not really disturbing.

Mr. Steven Will, 8144 144t\ asked for clarity on a few things. He asked if there was a process
where they could apply for a special event on an individual basis but by bundling they could save
on fees and time.

Chairperson Nixt indicated that was correct.

Mr. Will asked if the applicant was originally interested in a seasonal permit and it was staff's
recommendation to make it five years in length.

Management Intern Gladhill stated that was correct but it would be reviewed annually.

Mr. Will stated his problem was when you bundle multiple events over multiple years that is very
problematic. The problem is that down the line things have a tendency to morph into something
else and that is the problem he sees. He did not think they could go five years out without
approval because it would not work and could become problematic.

Mr. Al Hamel, one of the owners of the property that Diamonds is located on, RGG, LLC, stated
they lease the property to Diamonds Sports Bar. They would like to have an ongoing,
economically sound business operating on this property. He stated the economy is slowing down
and so is Diamonds business. They would like to make this property more viable. He stated this
will not always be a sports bar but a commercial business in the future. He noted that this
property pays about 45,000 a year in property taxes and is becoming more difficult to do with the
current business.

Mr. David Kent, 8101 144th Avenue, stated he was concerned with the open-endedness of the
IUP. He stated another concern was with the noise. He stated there is really nothing between
Diamonds Sports Bar and the residential neighborhood that buffers the noise.

Mr. Leon Richter, 8150 144th Avenue N.W., stated he was concerned with the noise and traffic
this will bring to the area.

Motion by Commissioner Levine, seconded by Commissioner Hunt, to close the public hearing.

Planning Commission / March 6, 2008
Page 8 of21

P8
