It seems clear to me that outside contractors doing business in Ramsey should be
expected to voluntarily meet the City's inspection standards. When a pattern of90% non-
compliance emerges Ramsey has a strong public interest in having those who blatantly
chose to disregard inspection and rule requirements be held accountable. The alternative
would be doubled and re-doubled inspection practices at significantly higher public cost.
Simply looking the other way, tacitly accepting non-compliant construction practices will
result in defective housing and blight.

Thank you for indicating you would submit the amicus request to Council. If concerns
are raised about any precedent of getting into private dispute matters as a practice, my
answer would be that the involvement is clearly to protect ALL consumers and likely to
result in spreading the word among comer-cutting contractors Ramsey City policies are
real and to be taken seriously. Ramsey's inspection requirements are not merely "on
paper," to be ignored. Your attention will produce a pattern of better compliance and
better worlananship for the entire city of Ramsey.
. -

If cost is a concern, I am willing to provide draft briefing and work out something with
you to minimize or eliminate any cost to the City. I am available to meet with you, staff
and/or the council at a work session or a general meeting.

-23-
