Cities that do monitor inspections more closely appear to have a
MUCH better compliance rate. I think Stock roofing knew that nothing would happen to them if they didn't bother to get
inspections here in Ramsey. That puts Ramsey homeowners at serious risk.

The positive message the council could send to everyone is that they are looking out for the citizens by making sure
contractors don't cut corners and roofs don't go un-inspected as was the case with 90% of the roofs Stock Roofing did in
Ramsey. Un-inspected roofs can result in 10's of thousands in structural damages to homeowners and I hope Ramsey will
be on the positive side of this issue.

It would be helpful to me if Ramsey would submit an amicus brief that supports the public interest aspect of having
contractors comply with inspection requirements (as the commerce department rules require) without the building
department needing to chase them around. If one neglectful contractor is taken to task over not getting inspections the
others will notice. It's like hanging out a sign "speed laws strictly enforced"

I'm just lucky the contractor who did my roof is from Minnesota. What about out-of-state contractors who show up, do un-
inspected sub-par work and are gone... who will make them whole? What will Ramsey say to those people when they
have problems? Tough luck we don't enforce our inspection laws.

I would be happy to provide a draft brief for Mr. Goodrich to review. Let's talk tomorrow.

Thanks
Terry

PS - Stock roofing knew they weren't getting inspections because once I made it an issue they scurried around and tried
to get the missing inspections but lost interest when they were told it was going to cost them more money to renew the
expired building permits.

Terry

From: Kurt Ulrich [mailto:kulrich@ci.ramsey.mn.us]
Sent: Monday, March 24, 20084:20 PM
To: Terry H
Cc: Bill Goodrich
Subject: RE: FYI - letter to Bill Goodrich

Terry,
I reviewed this matter with Bill this afternoon and we are researching ways that would be most appropriate for the City
to lend its support. I will contact you later this week to discuss this matter further.

Kurt

-24-

1
