As shown on the attached station development plan, there are a
number of design, engineering and legal issues that must be resolved in order to implement the Ramsey
station.

,
In 2008, we anticipate the work could commence on th~ preliminary environmental review and
preliminary design, as well as on the negotiations with BNSF. Because state and federal funds are not
available at this time to assist in funding these initial activities, the ACRRA requests that the city pay 50
percent of the costs incurred in this preliminary work. For the initial work in 2008, we anticipate the
costs will not exceed $174,268.00. I have attached a work plan and budget for the work for 2008.

Please let me know at your earliest convenience whether the city wishes to proceed. If you concur, the
ACRRA will consider any necessary contract amendments at its meeting on April 8, 2008.

If you have any questions, please don't hesitate to contact me.

Sincerely,

;r- \ ,-. \~

Tim Yantos
Executive Director

TY Ikk

Enclosures

cc: Dennis Berg, Anoka County Commissioner
Dan Erhart, Anoka County Commissioner
Dee Guthman, Associate Anoka County Administrator
Paul Danielson, Project Management Consultant
Mary Richardson, Deputy Director of Legal and
Intergovernmental Affairs
Jon Olson, Public Services Division Manager

Telephone: (763) 323-5700; Fax:: (763) 323-5682; TDD/TTY: (763) 323-5289

-46-

Government Center, Administration Office, 2100 3rd Avenue, Anoka, 11N 55303-2265
