NORTHSTAR COMMUTER RAIL
RAMSEY STATION
DRAFT
WORK PROGRAM

This Work Program has been prepared by Kimley-Horn and Associates, Inc. based on our understanding that
the Anoka County Regional Rail Authority (ACRRA) is looking to initiate engineering and environmental
services for the Ramsey Station. This station is within the project area ofthe currently proposed Northstar
Commuter Rail line from Minneapolis to Big Lake. Until the commuter line is constructed, this station will
continue to serve as park-and-rides.

The Ramsey Station was evaluated in the Northstar Corridor Environmental Impact Statement (EIS) and
documented in the Record of Decision (ROD). A project memorandum was also prepared for a proposed
commuter coach facility in Ramsey. However, the site initially proposed and evaluated is different than the
current recommended site location.

The purpose of this work is to update previous analysis and conduct new analyses so this station can be
constructed.

lUMSEY STATION

Task 1.0 - Proiect.Mana!!ement

The project team will attend up to four (4) meetings. with the NCDA to present findings, and up to two (2).
meetings with the City ofRatru.>ey to brief on project status. KHA will document and distribute minutes for
each of these meetings. In addition, this task Will provide overall project management; including monthly
~eports summarizing the previous month's activities,

Task 2.0 - Preliminary Enlrineering

The Ramsey Station was previously designed to the preliminary engineering level during 2000-200l.
However, this design was completed on a different station site. The effort for this work plan is to update the
station design to the current NorthStar design standards. In addition, the City of Ramsey has constructed a
parking structure adjacent to the station site. In addition, the PE will include any adjustments to the station to
accommodate the current plans for BNSF improvements in this area. This station design will be similar to
the Coon Rapids-Riverdale Station in that it will have a pedestrian overpass across the BNSF tracks to access.
in the inbound platform.

It is anticipated that the following drawings will be provided: Existing conditions and demolition plan; site
plan; grading and drainage plan; utility plan; landscape plan; platform details, and other details as required.
The plans will be developed to a 30 percent design level. An engineer's cost estimate will be prepared based
on the development of these plans.

In addition, a review of the potential to construct a pedestrian link from the station to the existing Ramsey
parking structure. This review will include conceptual engineering and costs to evaluate whether this is a
viable alternative.

~-n Kimley.Horn
a.....J_U and Associates, Inc.

Page 1 on

3120/2008

-47-
