City Adminlstratbr Schroeder explained how this proposed plan would get people to their market <br />quicker. <br /> <br />Councilmer~ber l~eterson inquired if Chief Auspos felt the present performance system is so <br />flawed that he 1992 proposed package is not a fair offer at this time. <br /> <br />Chief Ausp(~s added that he doesn't really feel comfortable with this plan and then find out a better <br />performanc{ systbm never does happen. <br /> <br />City Admini~trat0r Schroeder stated there are ways to mathematically deal with reviewer bias. <br /> <br />Senior Acc0tmta0t Gomez stated her concern with the performance system is that the small boxes <br />to check on~h'e,e~e aluation forms are contradictory, and some don't pertain to the person at all. She <br />suggested a pox tO check for overall ranking. <br />Finance Of ~..r H~elling stated she agrees with that; however, she also believes in the concept of the <br />new plan an0 it b~ing performance based. She stated that no new plan will be perfect but it's time <br />to start som~thinl~. She felt the plan is not so "seriously flawed" that it won't work. <br /> <br />Councilmember!Peterson inquired if a settlement should be proposed now or should the <br />performanc~ eva~uation be looked at more closely. He also inquired if the exemplt people's <br />contract is sl~ttlecgI how will it affect the relationship with the other bargaining unit. He added that <br />he doesn't. ~W~. t t~ punish the exempt people by making them wait until after AFSCME has settled <br />but suggest{~l sefting a reasonable waiting period of 60 days or so and then granting the exempt <br />people's inc~ase~ Whether the AFSCME unit has settled or not. <br /> <br />Personnel (3 mrdinator McAloney inquired if the package proposed to the exempt people would be <br />changed in ~3 ~e m6anfime. <br /> <br />Councilmera her P'eterson replied it would not. <br /> <br />Personnel Coordinator inquired why make the exempt people wait if it's not going to change. <br /> <br />Councilmen~ber Beyer stated she agrees with Councilmember Peterson to set a date to settle later. <br />She feels it i~ not lin the City's best interest to settle right now. <br /> <br />Councilmen <br /> <br />Finance Off <br />City Counc: <br />Administrat~ <br /> <br />her Itardin asked for input with regard to settling the proposed contract now. <br /> <br />:,¢er Helling stated she sees no reason to wait. If it is settled now, it will show that the <br />[1 has faith in the package.
