Councilme~ber ~eterson expressed concern with how it would affect negotiations with the <br />AFSCME ~oup. <br />Councilmeniber I4lardin stated that if Council feels there is validity in this plan, a settlement should <br />oe votect on.;~ <br /> !' <br />Councilmen~ber Beyer stated she feels this is a good plan but the problem is with performance <br />concerns. S~,¢: added that recommending that City Council adopt this plan tonight will not be in <br />line in barg~nin~with AFSCME. She stated she is not suggesting anything be taken away but she <br /> bargaining good faith. <br />believes tha~wai ~t!ng will show theunit <br /> <br />Councilme~ber Hardin stated there is the time value of money to be considered and there are <br />people want~g t~f get this settled. <br />City AdminiStratbr Schroeder stated that mediation is basically a discussion with a third party in <br />attendance v~ho t~'es to get the two sides to agree. He stated it has nothing to do with dealing with <br />good faith b~.gaihing. He understood that but for the performance plan, Council wasn't ready to <br />give a 5.24~ inc~. ase as 2.3% is the normal cost of living and the rest is merit. <br />Motion by 0_~. unOlmember Peterson and seconded by Councilmember Beyer to recommend to City <br />Council to ~able tthis decision until after the May 26, 1992 meeting. The intent is to make a <br />recommendation 0t that time. <br />Motion can'ged~. Voting Yes: Councilmembers Peterson, Beyer and Hardin.
