<br />CASE # 3 <br /> <br />CONSIDER MODIFICATION OF IP 08-06 <br />THE BITUMINOUS OVERLAY OF ANDRlE STREET <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Comments made at the 2008 Street Maintenance Program public hearing were reviewed by the <br />Committee at the March 18,2008 Public Works Committee meeting. Significant comments were <br />addressedtowardtwo of the seven projects included in the program. The first project discussed <br />was IP 08-04 which proposed the sealcoat of a portion of Sumvood Drive. The recommendations <br />ofthe Committee forthis project are contained in the Report from Public Works agenda item. <br />The second project discussed was IP 08-06 which proposed the bituminous overlay of Andrie <br />Street in the Northfork'subdivision. Since the Committee discussion and recommendations for <br />this project were more involved and may result in future policy changes this case will be <br />presented here separate from the Report from Public Works for Council consideration. <br /> <br />Two property owners appeared at the March 11, 2008 public hearing to request. consideration <br />that project 08-06 be modified to include concrete curb and gutter and additional road structure <br />to increase the strength of the Andrie Street to a 9 ton rating. It was pointed out that Andrie <br />Street is the main access through the Northfork subdivision and that because of its level of <br />function it has recently been added to the City's Municipal State Aid (MSA) system. The <br />concrete curb and gutter would be both a significant aesthetic improvement to the badly <br />deteriorated bituminous curbing as, well as provide better erosion protection for the turf behind <br />the 'curbing. It was noted that the flow currently overtops the curbing in some locations during <br />significant precipitation and melt events. <br /> <br />Discussion by the Committee centered on which existing rural streets might be considered for <br />imprQvements such as those suggested above and what type of financing policy should be <br />utilized. The Committee suggested that staff pursue a classification system of City streets that <br />identify those streets that were likely to remain rural well beyond the life of the existing <br />pavement. A financing policy might be developed which would outline how reconstruction <br />including concrete curb and gutter would be facilitated. <br /> <br />The Committee suggested the following "Proposal" be presented to property owners as an <br />alternate project toIP 08-06: <br /> <br />(a) the reconstruction of Andrie Street to a 9 ton standard with concrete curb and gutter; <br />(b) the installation of a 10 foot bituminous trail along the east side ofAndrie Street; <br />(c) the installation of concrete curb and gutter and improved drainage where necessary; <br />(d) the financing of the project would be from an assessment to the benefited property <br />owners for the cost of 50% of a one and one half inch bituminous overlay (the current <br />policy) with the remaining costs to be provided by city Municipal State Aid funds <br />(Andrie Street is a MSA route). <br /> <br />-117- <br />
