<br />would most likely need to be acquired, and construction costs continue to escalate <br />annually. The funds for this portion of the project would come from the corresponding <br />Trunk Utility Funds and the expenditures are estimated to be approximately $440,000. <br /> <br />2. In looking at segment 1 and the. overall alignment, it may make sense to extend the limits <br />of this project approximately 500' to eliminate the next set of curves located on 166th <br />Avenue immediately to the west of Limonite Street. The proposed overall alignment <br />shows drastic impacts to the home located at 7131166th Avenue NW, mostlikely <br />amounting to a total taking of that property. A conversation was had with the property <br />owners to the south of this lot, at 7100 166th Avenue NW, and they were open to the <br />possibility of right;.of-way acquisition on their parcel to permit the roadway to swing <br />southward and allow all existing homes to remain intact. If this southward roadway <br />swing proves to be the preferred alignment, constructing 166th to Limonite would require <br />the removal of a portion of this newly constructed road when the next segment is <br />contemplated. Until field surveying is completed, the extents of potential impacts are <br />unknown. Staff would like to investigate this option to potentially be included as part of <br />this project. The costs to realign this portion of roadway, not including utility extensions, <br />would also be financed withMSA Funds and are estimated at $120,000 (infrastructure <br />only). These estimated costs may vary depending on field conditions, which is why we <br />are attempting to get a handle on the scope of the project before considerable time is <br />spent gathering field data. It should be noted that the total infrastructure costs (MSA <br />eligible) for segment 1 only are estimated at $675,000. <br /> <br />3. To substantially complete the project this year additional resources are required and we <br />are requesting authorization of consulting services to supplement staff. Current City <br />workload has the engineering staff managing multiple projects throughout the City, <br />making it difficult to remain active on a single project for a prolonged period oftime. <br />Staff has asked Bolton & Menk to provide a proposal to complete the entire project, <br />broken out into distinct tasks, and they have responded with a scope of services totaling <br />$157,500. It is staffs recommendation to authorize a maximum expenditure of $80,000, <br />financed through State Aid funds, to utilize the expertise of Bolten & Menk for <br />preliminary engineering related to property impacts and potential utility extensions, final <br />design and drafting, and administration of the State Aid process. It is our intent to use <br />City staff for the up-front tasks of topographic surveying and land/easement acquisition, <br />bring in the consultant to assist with the drafting/design and State Aid approval process, <br />and then use City staffagain for permitting, construction administration, construction <br />staking, inspections, and record drawings. <br /> <br />Staff RecommendationlW ork Plan: <br /> <br />Proposed Street Imvrovements <br /> <br />We are recommending that 166th/167th Avenue be constructed to MSA standards and that <br />municipal utilities be installed under the roadway (municipal utilities are discussed below). The <br />street is proposed to be constructed to a 9 ton design and have a width of 32 feet; allowing for <br />parking on one side. The goal is to utilize the existing infrastructure to the extent feasible and to <br />install the streets as close to the existing grades (with adjustments to account for surface <br />drainage) and alignment (to limit the impacts to adjacent properties) as possible. A 10' <br />bituminous trail is proposed along the northerly right-of-way line, and storm sewer and ponding <br />will be installed as necessary to accommodate surface drainage through the corridor. <br /> <br />Proposed Municival Utilities <br /> <br />The sanitary sewer could be extended within the project area from its existing location at the <br />intersection of Limonite Street and 166th Avenue, ap.d would most likely' consist of an 8" PVC <br />-122-. <br />
