<br />If the Town Preference was interpreted to apply to cities as well as towns and preference <br /> <br /> <br />was given to the 50 Ramsey resident applicants. along with the 26 Sibling Preference applicants, <br /> <br /> <br />the admissions chances ofa particular sibling of a PACT student would lower from 100% to <br /> <br /> <br />approximately 47% (the 26 siblings would be added to the SO Ramsey residents and the 36 seats <br /> <br /> <br />would be.distributed by a lottery to those 76 preferred applicants). Id., ~ 13. Students who do not <br /> <br /> <br />either live in Ramsey or have a sibling currently attending PACT would have no chance for <br /> <br />admission. Id. <br /> <br /> <br />If Look's suggested applications process wasfollowed, in whicha Town Preference for <br /> <br />Ramsey residents would be applied, and the Sibling Preference would be restricted to applicants <br /> <br /> <br />with PACT siblings who are Ramsey residents, the entire kindergarten class would be filled by <br /> <br /> <br />36 of the 50 Ramsey resident applicants. Under that scenario, the class would be <br /> <br /> <br />Ramsey-resident only, Look's son would have a 72% chance of admission (36/50), and a sibling <br /> <br /> <br />of a current PACT student would have no chance for admission. Id. <br /> <br /> <br />If PACT is required to apply the Town Preference as Look suggests, then families with <br /> <br /> <br />students attending PACT for the 2008-09 school year in every grade will be affected, not just <br /> <br /> <br />those seeking enrollment in kindergarten. Id., ~ 16. <br /> <br /> <br />If the lottery is postponed until this interpretation is resolved, it will cause undue harm to <br /> <br />many families with students wishing to enroll in the kindergarten as well as 6th through 12th <br /> <br /> <br />grades for' the 2008-2009 school year. Id., ~ 17. Families who expected to benefit from the <br /> <br /> <br />Sibling Preference will be forced to enroll their children away from their siblings. Id. Since <br /> <br /> <br />many pri.vate schools require application and payment further in advance in the winter/spring <br /> <br /> <br />(2008), applicable deadlines would have already been missed.
