Since many private schools require application and payment in advance in the winter/spring

(2008), applicable deadlines have already been missed. These families may potentially have to

pull their other students from PACT in order.to work out the logistics of transportation and to

remediate other burdens of having children attending different schools.

18. For the school, postponement of the lottery will cause harm by separating the

families that have been working for years under the notion, as approved and supported by MDE

for 14 years, that their siblings will have preference in enrollment. Postponing the lottery would

cause the school not to be able to fill a minimum of 36 kindergarten positions, 12 fifth grade

openings and an unknown number of 1 5t _4th and 7th _12th grade openings due to attrition.

The potential financial impact would be significant:

General revenue loss - $179,894.14 (34.75 WADMs x $5,176.81)

Transportation loss - $8,558.91 (34.75 W ADMs x $246.2994)

Referendum loss - $5,317.10 (34.75 WADMs x $153.01)

Lease Aid loss - $41,700 (34.75 WADMs x $1,200)

Total estimated financial loss iflottery process held off until resolution: $235,470.15

W ADM stands for "weighted average daily membership." The factor is used for

calculating how much weight each student carries when determining how schools are allocated

money from the state. These figures are based on 2007-2008 numbers and would likely be

increase by 1-3% for the 08-09 school year. The numbers are based on being unable to fill the 36

kindergarten and 12 fifth grade openings. Additional openings made available by natural attrition

would increase these losses. The financial losses discussed above cannot be redressed with a

later repayment because the lost funds will require budget cuts that will take dollars away from

educational purposes, reducing what PACT can provide to its students.

2153181 v5

5

-161-
