<br />c...... \ , <br /> <br />AUTHORIZE COST-SHARING AGREEMENT WITH ACRRA FOR PRELIMINARY <br />ENVIRONMENTAL REVIEW, DESIGN AND NEGOTIATIONS .WITH BNSF FORTHE <br />NORTHSTAR COMMUTER RAIL STATION IN RAMSEY <br />By: Heidi A. City Administrator <br /> <br />Background: <br /> <br />AttheAprillSt, 2008 work session, staff reviewed a letter from the Anoka County Regional Railroad <br />Authority (AC;R.RA) regarding the City's participation in funding for the necessary Preliminary <br />Environmental Review, Design, and negotiations with BNSF for the Ramsey Station. Staff also shared <br />with Council a press release regarding the Anoka County Board's recent approval of the quarter cent <br />sales tax to improve transit. This new funding stream will provide revenue that could cover the costs <br />of the environmental and design work; however, the funding would not be.available.in the time frame <br />to allow the City & ACRRAto proceed with the work immediately. Staff has discussed a cost-sharing <br />agreement withACRRA for 50% of the cost of the work, with an agreement for reimbursement when <br />the new revenue is available late in 2008. Aletter provided to Tim Yantos, Anoka County, is attached <br />which details the terms of such an agreement. The ACCRA will be considering this on their agenda <br />the morning of April 8th, 2008. <br /> <br />Staffis seeking ~pproval for a 50% cost sharing agreement that would require the City to front 50% of <br />the costs of the preliminary environmental review, design, and negotiations with BNSF at a cost of not <br />to exceed $87, 134.
