Pov's, an establishment in
Andover, has in the past held outdoor concerts which would be the closest comparison to
some of the special events requests in Ramsey. The City of Andover just requires a letter
from the establishment's owner stating the dates, times, what will be happening, and what
he plans to do for security. The Clerk distributes the information to the City Council and
the owner of Pov's appears and requests approval at a Council meeting. No permit
application or fee is required.

-9-
