Charge for Public Safety.
~ Fire Department- No Department Coverage - Fire safety must be provided by
sponsor
~ Police Department - No Police Department - therefore, "Security and traffic plans
must meet the requirement of local authorities (Anoka County Sherriff s
Department). The formula used is at least one security guard for every 100
people will be provided for the first 1,000 people, additional security guards will
be provided at the rate of one for each 250 people or major fraction thereof.
There have. been no direct charges through the City for public safety at special
events.

City: Anoka

Permit Fee: $75 per eyent - if it's an annual event and they hold it every year, they
don't charge for consecutive years.

Fee Waived for Non Profit: No

Charge for Public Safety:
~ Police Department - they bill after the event - the formula used is the actual
officer's wage times 1.5 times the number of hours worked. The Chief leaves it
up to the discretion of the Council and City Manager as to which events they
should charge coverage for and the City budgets accordingly.
.:. Charge for Serums big tent party for Halloween - six officers on Friday
night and six officers on Saturday night - all on overtime wage.
.:. Charge to Anoka High School for coverage at school dances (prom, morp,
etc.)
.:. Charge to Anoka High School for coverage at home football games (four
to five officers at each game) & charge for each home hockey game (two
officers per game)
.:. Charge for requested coverage to guard donations at Church events
.:. No charge for any Halloween parade events (that includes Police, Public
Works and Parks. (Every person in each of those departments is expected
to work the Halloween events)
.:. No charge for Riverfest or Summerfest - one officer is on site for each day
of each event

Anoka basically charges for big events at bars, etc., but community-wide
events, they do not. They do, however, have all those costs factored into their
budget requests each year.

City: Blaine

Blaine does not have a Special Event Permit - they do everything like that under the
Conditional Use Permit process - all handled through the Planning Department. They
have had requests from bars, etc. to do some big events but once they fmd out it's about a

-8-
