Absent: Commissioners Cook and Prall. <br /> <br />Case #3: Status of Emerald Pond Park Development. <br /> <br />Mr. Boos r~V~ie~ed the status of Emerald Pond Park including the development budget for this <br />park presenikxl to, City Council September 22, 1992. He detailed the schedule for the paving of the <br />parking loq 'Perimeter path and play equipment that City Council authorized the Park and <br />Recreation ¢o'mrhission Playground Selection Committee to choose. <br /> <br />Case #4: Adopt Preliminary Capital Improvement Plan Through the Year 2000. <br /> <br />Mr. Boos introdutced the Capital Improvements Plan and explained that it would be a working draft <br />until such ti;Ine tltat the Commission completed its thorough review of the City's Comprehensive <br />Plan. He eX~lairted that the bulk of what was included in the preliminary plan reflected the point <br />assessments.the Qomm~ss~on assigned dunng the last Capital Improvements Program. Mr. Boos <br />noted that ~he t~tal for each year is approximately $120,000 which seemed like not only a <br />reasonable YeqU~st, but also the $120,000 made progress to completing the City's park <br />development initiatives. <br /> <br />City Staff is of the opinion that the minor neighborhood improvements that typically occur in- <br />house would besl; be funded by operating budgets, possibly in conjunction with donations. It was <br />stated that tl~e:pri~nary purpose of this case is to adopt a preliminary Capital Improvement Program <br />so that the ffudge! Committee and City Council can move forward with their long-range planning. <br /> <br />Motion by ;Chairperson Hetland and seconded by Commission Swokowski to approve the <br />preliminary Capital Improvements Program. <br /> <br />Motion carded. Absent: Commissioners Cook and Prall. <br /> <br />COMMISSiION INPUT <br /> <br />Item #1: <br /> <br />Ramsey resident Err Harves was in attendance and stated that he was running for Anoka County <br />Commissioner an# would like to know if the Park and Recreation Commission had any questions <br />of him. He Statet[ that he has been a Ramsey resident for approximately ten years and has worked <br />18 years as ~a~ A¢oka County Park Control Captain.
