NOTE!PLaNNING AND ZONING COMMISSION MEETING MINUTES The Co~i~ion noted the following Planning and Zoning Commission meeting minutes: 1. ,plann[ing and Zoning Commission public hearing and regular meeting minutes dated CommiS. s~ion.br Florentius arrived. COMmiSSiON USINESS Case #~1: ~ Review 1992 Recreation and Natural Resource Events and Approve Community Service Awards Parks/Lr~iiltl~ Coordinator Boos stated that during December 1991 the Park and Recreation Commi~sionireviewed the developments to and status of the City's park system on a per district bitsis,'~ He felt it would be helpful to do this again to see what progress the City had made ir~ ~99~.. Following are some of the accomplishments: Completed Small Business AdminiStratiOn planting ($5,000 grant received); Midway into the community forest plannini~ ~Pracess ($5,000 grant received); Received oak wilt suppression funds for assistin~ Yesidents with oak wilt control ($33,250 grant received); Finalizing energy conserv'~ttiori' tree planting - grant proposal (potential $25,000 grant); Formulating landsca] ~i~g ,proposal to MnDOT for City entry signs and beautification (locations on Highwa ~.~10. or #47); Tree and grounds maintenance and landscaping Central Park's 180' planter. Mr.~ Boos summarized projects done by groups such as the installation of the spring ~5 J~r ~ad completion of a wood chip trail, etc. He stated the other item for this case dealt wi ~ aplbroval of the award certificates for the volunteers; however, due to delays, the printer ¢ id ndt get them finished. He stated there are ! 8 to 20 volunteers who will receive such cei :ificaie. The list of volunteers will be published again in the January agenda. Case ~: Discuss Mission/Vision Portion of Ramsey's Recreation and : Natural Resource Plan Parks/U~iliti~ Coordinator Boos informed the Commission that he and Commissioner Gookin ~aft~d a Ramsey Park and Trail Plan. Followihg COmmission review, the following suggestions were made: Shorten the mission itate~ent to a couple of sentences so it could be recited. Include words pertaining to educStiOn; quality of life, continuity, etc. All of these words don't have to be incorpo~ted into the mission or vision statements, but should be somewhere in the body of the plan.' ~ Mr. Boo~ and Commissioner Gookin offered to work m, ore on the mission statement and the visiog and bring back in January for the Commission s review. Case #3: · Review Preliminary Fishing Enhancement Proposal to the DNR Parks/U~lStie Enhancehaent protecfid~a ~at t near the~$er the Com.~issi S Boos stated that ,the City intends to submit to the State, a Shore Fishing proposal for River s Bend Park. He stated the options are 1) rip-rap erosion he pier location; 2) development of "flat spot" fishing areas; and 3) a shelter ~vith security lighting and a drinking fountain close by.
