NOTE!PLaNNING AND ZONING COMMISSION MEETING MINUTES <br />The Co~i~ion noted the following Planning and Zoning Commission meeting minutes: <br /> <br />1. ,plann[ing and Zoning Commission public hearing and regular meeting minutes dated <br /> <br />CommiS. s~ion.br Florentius arrived. <br /> <br />COMmiSSiON USINESS <br /> <br />Case #~1: ~ Review 1992 Recreation and Natural Resource Events and <br /> Approve Community Service Awards <br /> <br />Parks/Lr~iiltl~ Coordinator Boos stated that during December 1991 the Park and Recreation <br />Commi~sionireviewed the developments to and status of the City's park system on a per <br />district bitsis,'~ He felt it would be helpful to do this again to see what progress the City had <br />made ir~ ~99~.. Following are some of the accomplishments: Completed Small Business <br />AdminiStratiOn planting ($5,000 grant received); Midway into the community forest <br />plannini~ ~Pracess ($5,000 grant received); Received oak wilt suppression funds for <br />assistin~ Yesidents with oak wilt control ($33,250 grant received); Finalizing energy <br />conserv'~ttiori' tree planting - grant proposal (potential $25,000 grant); Formulating <br />landsca] ~i~g ,proposal to MnDOT for City entry signs and beautification (locations on <br />Highwa ~.~10. or #47); Tree and grounds maintenance and landscaping Central Park's 180' <br />planter. Mr.~ Boos summarized projects done by groups such as the installation of the <br />spring ~5 J~r ~ad completion of a wood chip trail, etc. He stated the other item for this case <br />dealt wi ~ aplbroval of the award certificates for the volunteers; however, due to delays, the <br />printer ¢ id ndt get them finished. He stated there are ! 8 to 20 volunteers who will receive <br />such cei :ificaie. The list of volunteers will be published again in the January agenda. <br /> <br />Case ~: Discuss Mission/Vision Portion of Ramsey's Recreation and <br /> : Natural Resource Plan <br />Parks/U~iliti~ Coordinator Boos informed the Commission that he and Commissioner <br />Gookin ~aft~d a Ramsey Park and Trail Plan. <br /> <br />Followihg COmmission review, the following suggestions were made: Shorten the <br />mission itate~ent to a couple of sentences so it could be recited. Include words pertaining <br />to educStiOn; quality of life, continuity, etc. All of these words don't have to be <br />incorpo~ted into the mission or vision statements, but should be somewhere in the body of <br />the plan.' ~ <br /> <br />Mr. Boo~ and Commissioner Gookin offered to work m, ore on the mission statement and <br />the visiog and bring back in January for the Commission s review. <br /> <br />Case #3: · Review Preliminary Fishing Enhancement Proposal to the DNR <br /> <br />Parks/U~lStie <br />Enhancehaent <br />protecfid~a ~at t <br />near the~$er <br />the Com.~issi <br /> <br />S Boos stated that ,the City intends to submit to the State, a Shore Fishing <br />proposal for River s Bend Park. He stated the options are 1) rip-rap erosion <br />he pier location; 2) development of "flat spot" fishing areas; and 3) a shelter <br />~vith security lighting and a drinking fountain close by.
