Exhibit 1

City of Ramsey

Memo

To: Mayor and Council

From: Environmental Coordinator Chris Anderson

cc: Community Development Director Amber Miller, Asst. Com. Dev. Dir. Sylvia Frolik, Parks
Supervisor Mark Riverblood, EPB members

Date: 04/07/2008

Re: 2008 Arbor Day Tree Planting

Each year, Staff prepares an Arbor Day Observance and Proclamation resolution for Council
consideration. This is done both to honor the Arbor Day holiday, which celebrates the importance and
benefits of trees and encourages tree planting activities, and also to maintain Ramsey's designation as
a Tree City USA. 2007 represented the sixteenth (16th) consecutive year that Ramsey has been
acknowledged as a Tree City USA!

This year, the Environmental Policy Board wanted to contribute to and participate in Ramsey's Arbor
Day activities. In support of this holiday, the Board has decided to donate their February and March
monthly stipends, totaling $360.00, toward the purchase of trees to be planted in a city park. The
Board will planting these trees in Riverdale Park during their regular May meeting (May 5), weather
permitting.

Staff will facilitate the tree purchase and arrange for utilities to be located. Staff will also prep the site
prior to the actual planting. Due to the scheduled improvements for Riverdale Park this summer, which
include irrigation, the necessary post-planting maintenance to help get the trees established, will
certainly be lessened.

To promote this event, Staff will be contacting the local paper, QCTV and utilizing the website. City
Council, Park & Recreation Commissioners and the public are welcome and encouraged to attend. As
the date approaches, further details will be available.

Kudos to the Environmental Policy Board for this generous offering!

Cta
