Case #6:

Discuss Draft Goals and Strategies for the 2008 Comprehensive Plan Update;
Case of City of Ramsey

Presentation

Interim Assistant Community Development Director Geisler stated as the Planning Commission
will recall, a joint City Council/Planning Commission work session was held on February 19,
2008 to discuss the draft Goals and Policies for the 2008 Comprehensive Plan Update. After
some discussion, it was determined that further revisions were needed to the draft before the
Planning Commission and City Council could provide substantive input.

Given the timeline associated with submitting a plan to the Metropolitan Council by the end of
2008, Staff is bringing back the draft goals and strategies at a regular Planning Commission
meeting.

Commission Business

Commissioner VanScoy thought there was an awful lot of information to try to deal with at one
meeting.

Commissioner Cleveland stated she liked the way it was written but could not read through all of
it.

Interim Assistant Community Development Director Geisler told the Commission that they could
take their time to read through this and either email her or call with comments within the next
week.

Chairperson Nixt stated if this is going to drive the Planning Process such as the goal to try to
have a variety of housing densities and types. He thought that was too general

Commissioner Hunt stated that all came out of the meetings and what is written is all the
information that has come out of the meetings that they had and that was one of the points that
was made in some of the meetings was that they just wanted rather than to say they wanted to
have one type of housing unit. He thought the consensus was that they wanted to have a broader
spectrum of homes to where they have the option of having starter homes in Ramsey or very
high-end homes and when development happens there are opportunities for both ends.

Chairperson Nixt stated he was going to reserve comment until he sees the actual Comprehensive
Plan.

Interim Assistant Community Development Director Geisler asked if there are glaring omissions
or is there something in there that is extremely offensive and should be taken out.

Commissioner Van Scoy stated some of these things are City policies and not necessarily
strategies but how they will implement them.

Planning Commission / March 6, 2008
Page 17 of21
