Management Intern Gladhill stated it is listed as family friendly events in the staff report but in
the Resolution the text "family friendly". does not appear in the IUP, everything that is listed is
what will be included. The IUP lists all the events they would be able to do and nowhere in the
!UP did they list "family friendly" to avoid any confusion.

Ch~irperson Nixt stated this is still very vague because it indicates they can still have twenty
small events and there is the flexibility of other events that would be a~lowed.

Commissioner VanScoy stated his major concern is the noise that would be generated by these
events and that has been his concern all along. He has the impression that with any events where
a P.A. system will be utilized there will be complaints. He wondered how they will determine
what those standards are if they grant this and at what point they will shut this down if it gets
outs of hand.

Management Intern Gladhill stated that they could list that as an unallowed use and then they
could come in for a Special Use Permit for events that would need a speaker system.

Ms. Westman asked if this would be something they would need to apply for if they held an
event that needed a P.A. System.

Chairperson Nixt thought they may be able to list the events that would need aP.A. System.

Management Intern Gladhill stated the police department would have the authority to enforce the
!UP and they could tell the violator to reduce the noise or to shut the event down.

Chairperson Nixt stated he was concerned about having 34 events in a 22-week period. He
thought it seemed a little excessive to him. He also explained his concerns were with the
neighbors regarding noise and traffic. He asked how this will be handled.

Mr. Westman stated realistically they will have three auctions and one rodeo this year because it
takes a lot of money and preplanning for it so they will not have more than that. He stated he did
not even know if the other events will be successful and unless the population increases, it may
not even support a flea market.

Commissioner Brauer thought some of th~ events seemed reasonable for the site and some were
not.

Commissioner Hunt stated he did not have a problem with the events that will not use the
speaker system. He did think the rodeo would be the one event that would be a noise problem.

Commissioner Brauer wondered if they could indicate no large-scale speaker system be used for
the events.

Chairperson Nixt stated he would like to have more detail on the events that will run and what
events will use the speaker systems. He was not sure if he wanted to grant an !UP for five years.

Planning Commission / March 6, 2008
