Case #7

Consider Sale of Surplus Property located at 5860 157th Lane

City Engineer Jankowski reviewed the history of this surplus property and noted that the City
had solicited for bids to remove the property in September of 2007 and only one legitimate bid
came back at $103.50. He stated that the other bids received thought the City would be paying to
have the house removed. He stated that the legitimate bid was from Mark Pugh who has recently
contacted the City and verbally offered to pay $5,000 for the house. He stated that the City
would be required' to take care of removal of the foundation which has an estimated cost of
$10,000. He stated that staffis recommending the City accept the offer from Mr. Pugh because
they believe this is the best offer the City will get.

Motion by Mayor Gamec, seconded by Chairperson Elvig, to recommend to the City Council
that it accept Mr. Pugh's offer for the purchase of the structure located at 5860 15ih Lane, and
that $5,000 be allocated from the Public Improvement Revolving Fund for the removal and
filling of the foundation by the Public Works Department.

Further Discussion: Councilmember Dehen asked why the foundation material couldn't just be
brought over to Bury and Carlson so the cost is not as high. Public Works Supervisor Reimer
stated that the foundation is poured concrete with rebar and will need to be j ackhammered out, so
this will be a huge job. Councilmember Dehen suggested that the City take the $5,000 for the
house but also ask Mr. Pugh to tear out the foundation. City Engineer Jankowski stated that he
thinks Mr. Pugh is only interested in obtaining the house. Councilmember Dehen asked what
will happen to the contents of the house. City Administrator Ulrich stated that some of the
paneling and windows were used at the skating rink warming house. Chairperson Elvig asked if
some of the other things like appliances could be donated to something like Habitat for
Humanity. Public Works Supervisor Reimer stated that he believes that Mr. Pugh is expecting to
get the contents of the house also. City Engineer Jankowski stated that the original proposal was
written so that he would be welcome to take any appliances and such that were in the house.

Motion carried. Voting Yes: Chairperson Elvig, Mayor Gamec and Councilmember Dehen.
Voting No: None. Absent: Councilmember Olson.

Case #8

Overview of 2008 Street Maintenance Program

City Engineer Jankowski stated that he had hoped to have the feasibility study ready for review
by the Public Works Committee, but the contractors are still waiting to hear from the oil
companies for pricing. He stated that some of the changes for the street maintenance program is
for sealcoating, the City will move to using granite chips. He stated that there is a stockpile of
pea rock and staff would like to use this for sealcoating proj ects in parks.

Chairperson Elvig asked about the cost difference from using pea rock and granite chip.

City Engineer Jankowski stated that it will cost about 20% more, but the City has had problems
with pea rock flying all over. He stated that they are also having this problem on cuI de sacs, so
they are planning to move to using asphalt with a polymer on cuI de sacs and MSA streets. He
noted that the City will also begin the new assessment program which will be decreased by 1/7

Public Works Committee /January 15,2008
