Councilmember Olson agreed.

Mayor Gamec added this is a waste of time and, in the long run, it will cost more to pave the
streets.

Chairperson Dehen sated that he has been an advocate of this. He noted that the Council will be
discussing a $350,000 capital purchase of a jetter vac truck. Sediments are getting washed into
our sewers and we should be doing something about this - not just buy a truck to remove the
sediments. He stated he has never been in favor of making people pave their driveways but he is
concerned about gravel on the street and the maintenance cycle. Chairperson Dehen suggested
we move in this direction. The Committee can propose something different and could talk about
how much paving we would require - maybe it wouldn't have to be the entire driveway. This is
something we could require to make the City look nicer.

Councilmember Olson stated there are a lot of reasons people are attracted to a City. A lot of our
citizens are attracted to Ramsey because of the rural assets. She felt it was not necessary to
require a paved driveway in the rural area, however, it should be absolutely required in the urban
area.

Chairperson Dehen sated that he is not taking the position that we should not respect that but he
asked if Councilmember Olson's position is that paved driveways should at least be in the
MUSA and added that he is less inclined to require paving in the rural areas too. He still feels
paved driveways are a good idea but perhaps a compromise - maybe make it a requirement in
the MUSA.

Mayor Gamec stated that the City has streets that are gravel in the MUSA.

Chairperson Dehen stated that we have had a clear delineation in past discussions - we would
not require people to pave their driveways if their streets are not paved.

Director of Public Works Olson inquired what percent of 500 are unpaved in the MUSA.

City Engineer Jankowski replied probably less than five percent.

Mayor Gamec stated there have been conversations about different areas of unpaved driveways,
different scenarios and that sewered areas will have paved driveways.

Chairperson Dehen expressed concern about gravel on the streets. He feels the City needs to
move in that direction.

Mayor Gamec stated he feels we are asking for another headache.

Chairperson Dehen stated if you have a policy in place, you run the risk that you might be
encouraged as a home owner to pave the whole thing. Paving 50 feet or whatever amount is not
a solve all- but he feels it is a step in the right direction.

Public Works Committee - February 19,2008
Page 4 of9
