City Engineer Jankowski stated that there were about 15 percent of the responses that were
interested in a paving program and questioned if that's enough to go forward. He added that the
City got a 38 percent response and he felt that was a good response.

Chairperson Dehen stated it did not surprise him to get negative responses back when we sent a
survey out to people - more will not be in favor of paving driveways. It is a good policy to start
looking at down the road that has options because of some of the problems occurring with the
dirt driveways.

Councilmember Olson stated that she has never been a proponent of making people do this. A
program would be fine but it does not sound like a lot of interest in it. Most said no - they do not
want to do this - she did not want to have to go back and tell them they have to.

Chairperson Dehen asked what the rationale is for the City. constructing paved roads.

City Engineer Jankowski responded that gravel roads require more maintenance.

Mayor Gamec stated that it's a lot cheaper to blacktop and it does improve the value of the
home; dust and dirt are all negatives of an unpaved driveway.

Mr. Jankowski stated that he is requesting the Public Works Committee to make a decision as to
whether they want to have a program at all and inquired if the Committee feels two dozen is a
significant number to base a decision on to move in that direction?

Councilmember Olson stated the City should contact a contractor who does driveways and let the
resident know that this company will be in their area and if they want their driveway paved, they
should let the City know.

Director of Public Works Olson stated that's a great idea.

Mr. Jankowski stated that when we are paving streets, we can get that information to people as
an added service.

City Administrator Ulrich suggested pursuing that policy of providing driveway quotes at our
public project meetings and hopefully it will be at a preferred price.

Consensus of the Public Works Committee was that staff should pursue that policy of providing
driveway quotes at the public project meetings - and hopefully they would come in at a preferred
pnce.

Case #4:

Authorize Request for Proposals (RFP) for Engineering Services for Water
Tower #3 in Elmcrest Park

Assistant City Engineer Himmer stated that Engineering staff is looking for authorization to
request an RFP for water tower Number #3 in Elmcrest Park. He reported that storage needs of
the City have been identified. Staffis requesting approval to send out the RFP's.

Public Works Committee - February 19,2008
Page 5 of9
