We offer the following comments: <br /> <br />General: The site plan is proposing a 10,000 square foot church on Lot 1, Block 1 St. <br />Katharine's I st Addition. There is also a comprehensive plan amendment, conditional use <br />permit, and minor subdivision application being processed in conjunction with the site plan. <br /> <br />Zoning: The site is zoned R-1 residential, and religious institutions are a conditional use <br />within this district. Currently, the property is designated as Central Rural Reserve, but the <br />property owner is requesting a comprehensive plan amendment to receive urban sewer and <br />water services to become Low Density Residential (MUSA). Also, as a term of the <br />conditional use permit, staff is utilizing the B-1 performance staJidards in reviewing this <br />application. Since the nature of the use is more intense than what could normally be expected <br />in a single-family district, a condition of the CUP will be to meet the criteria set forth in the <br />B-1 Business District. <br /> <br />Building Coverage: The proposed building coverage is 6.4% and conforms to City Code. <br /> <br />Setbacks: The setbacks within the B-1 Business district are as follows: <br />Front yard: 35 feet <br />Side Yard: 10 feet <br />Side Yard Corner: 20 feet <br />Rear Yard: 35 feet <br />Off-street parking and pavement (from ROW): 20 feet <br />Off-street parking and pavement (from residential areas): 35 feet <br /> <br />87 <br />
