<br />By including these additional elements with this project we can take advantage of economies of scale <br />and reduce restoration costs associated with installing the watermain alone; as the proposed trail, <br />roadway connection, and access road/parking facilities would be within the same alignment as the <br />watermain. It would also increase public safety by eliminating one very long cul-de-sac, and provide a <br />roadway and trail connection for the existing neighborhoods in the area. <br /> <br />Funding: <br /> <br />The watermain portion ofthis project is contemplated in the current CIP, and is proposed to be funded <br />through the Water Utility Fund. The trail construction, if approved, would be funded through the City <br />Trail Fund. The access road/parking facilities, if approved, is also contemplated in the current CIP and <br />would be funded through the Lawful Gambling Fund. Financing for the road connection between the <br />existing Garnet Street and 14Sth Lane cul-de-sacs, and associated land acquisition, would be funded <br />through the Public Improvement Revolving Fund. Initiate the MPCA surplus property acquisition and construct all improvements as proposed. <br />Since the opportunity exists for land acquisition to support the proposed roadway connection, as <br />well as all the other proposed improvements, staff is looking to initiate acquisition as part of this <br />project. <br /> <br />2. Initiate the MPCA surplus property acquisition and install only the improvements desired. <br />Acquiring the land now would allow for the greatest flexibility of use, and keep open the <br />opportunity for future improvements/connections should priorities and funding options change. <br /> <br />3.
