ROAD AND BRIDGE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsoy.ROltd and Bridge Committee conducted a regular meeting on Tuesday, March 24,
1992 at the Ram~ey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

Mayor James Gilbertson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
City Engineer Steven Jankowski

CALL TO ORDER

Mayor Gill~rtson called the meeting of the Road and Bridge Committee to order at 6:05 p.m.

CITIZEN INPUT

None
APPROVE AGENDA

Consensus was to approve the agenda as presented.

COMMITTEE BUSINESS

Case #1: Further Review of the 153rd Avenue N.W. Crosstown Arterial

City Engineer Jankowski stated this meeting is for further discussion of the 153rd Avenue N.W.
Crosstown A~terial. He gave the background of the need for the extension of 153rd Avenue and
also summarized the five alternatives. See Attachment "A".

Tom Kujawa, 8330 - 153rd Avenue N.W., Ramsey - expressed concern over what the speed limit
would be on 153rd.

A resident who lives on 153rd stated that about a year ago there were a lot of gravel tracks
traveling the road; She asked to have the speed limit lowered and was told it couldn't be because it
was an MSA mad.

Mr. Jankowski stated that all speed limits within the State of Minnesota can be determined by the
City only to the extent that they may be set at 30 mph in urban areas or must remain 55 mph in
non-urban areits. !The State of Minnesota determines all other speed limits regardless of whether
they are MSA~roads. If there is opposition to the speed limit posted, the City can request the State
to do a traffic study and the State will then set the speed limit.

Greg Smith,~ 15250 Iguana Street N.W., Ramsey - stated that at first the plans were to extend
153rd becaUS.¢ of emergency vehicles. Now the talk of an arterial means more traffic, more
speeding, mO~e tl;ucks and more damage to property and wetlands. He suggested running a
straight eas~West','arterial. He added that the last City Administrator had said the citizens didn't
have to worry about the wetland being disturbed.

Road & Bridge Committee/March 24, 1992
