<br />Member Elvig stated that he feels the City will get a call from businesses at 116 and 47. He <br />asked where the sign would be located and how high it will be. <br /> <br />Economic Development Coordinator Sullivan stated that the LED sign will go right on the <br />existing pylon. <br /> <br />Mr. Hebert reviewed area maps and showed the EDA the location of the signage. <br /> <br />Mr. Gandel stated that the sign will be located between Frank's place and Spectators. He stated <br />that before their involvement in the mall, an agreement was made with some tenants to have an <br />LED sign. He stated that there is currently a low quality LED sign that cannot be seen during the <br />day and he would like to see that sign eliminated as part of this plan. He stated that this can be <br />done per their lease agreement, if the sign is replaced. <br /> <br />Member Elvig asked if the sign will call enough attention to the businesses and whether there <br />will be too much of a distraction from Hwy 10. <br /> <br />Mr. Gandel stated that they believe it will call enough attention to the businesses. He stated that <br />he lives in Blaine and their current ordinance notes that every 500 feet there can be an LED sign <br />and there doesn't seem to be an issue along Hwy 65. <br /> <br />Mr. Hebert stated that they looked at different ways to retrofit the monument signs with larger <br />panels for the tenants, but they couldn't do it. <br /> <br />Member Kiefer asked about the cost difference between standard red LED signs and multi-color <br />LED signs. He stated that with the full spectrum color LED signs, it could include company <br />colors, which would stand out and draw more attention to the businesses. <br /> <br />Mr. Hebert stated that there would be a cost difference, but has not researched the amounts. <br /> <br />Chair Riley stated that this information is outside of the scope of what Gaughan is asking the <br />EDA to consider. He stated that items 1, 3, and 4 all are signs relating to the changing traffic <br />patterns and getting people in and out. He stated that item 2, the LED sign, really doesn't have <br />anything to do with median changes or traffic concerns. <br /> <br />Mr. Gandel stated that the LED sign could be used to direct traffic. <br /> <br />Chair Riley stated that although the LED sign sounds helpful, it is more for a marketing use <br />which seems like it is helping a specific business or location and not the bigger picture. He <br />stated that he is comfortable with the EDA reacting to the median changes and helping route the <br />traffic, but not with setting a precedent for marketing signage. <br /> <br />Mr. Gandel stated that if the City would consider supporting the LED sign, he would bring back <br />the message to the owners group that there would need to be a directional sign usage. <br /> <br />Mr. Hebert stated that, for example, the LED could display the message, "Next Right Turn", <br /> <br />Economic Development Authority/March 20, 2008 <br />Page 4 of8 <br />
