<br />Member Kiefer stated that the intent of the LED sign is to make sure the area is less cluttered <br />with the temporary trailer signs. <br /> <br />Chair Riley stated that he sees that as a byproduct of this, but does not feel that is why the EDA <br />is considering this. <br /> <br />Member LeTourneau stated that he thinks the LED sign would address visibility issues and if <br />access could be tied in, there may be grounds for inclusion of the LED sign. <br /> <br />Member Elvig stated that if this creates a new focus point, there will be interest created, so if the <br />goal is to get people on and off of Hwy 10, there needs to be signage at the point of interest. <br /> <br />Economic Development Coordinator Sullivan stated that he feels Chair Riley's point about <br />possibly setting a precedent should be considered. He stated that is why staff has suggested that <br />the EDA look at the total sign project and consider participation on a percentage basis, for <br />example 50% of the total cost. <br /> <br />Member Kiefer stated that LED message signs get people's attention. He gave an example of <br />TxDot using an LED sign to warn drivers of a dangerous area on the roadway. He stated that <br />with passive signs, people tend to no longer see them. He stated that with a LED sign, the <br />messages can be changed to things like: caution; curve ahead; slow down, etc. He stated that is <br />the goal for this intersection, to grab people's attention, and pull them in to make correct driving <br />decisions, instead of having to slam on their brakes at the last minute to make the turn. <br /> <br />Chair Riley asked if this was something that the County or MnDot should be doing as part of the <br />construction process. <br /> <br />Economic Development Coordinator Sullivan stated that if the County put up the signs they <br />would be put up right before or during construction. He stated that the intent of the City was to <br />get them up sooner rather than later, to get people used to the impending change in traffic <br />patterns. <br /> <br />Mr. Hebert stated that MnDot will probably be involved in the placement of the signs but does <br />not feel they will be involved financially. <br /> <br />Economic Development Coordinator Sullivan stated that if the EDA decides to participate, it will <br />be once the signs are implemented, so the City will not just cut them a check. <br /> <br />Mr. Hebert stated that an example of the MNDot type signage would be a non-lit sign 200 feet <br />before the actual light exchange to direct people to go straight rather than turning. He stated that <br />the plan is to change people's habits before the project starts. <br /> <br />Member Elvig asked if something like one of those air filled, dancing guys should be put at the <br />entrance to get attention. <br /> <br />Economic Development Authority/March 20, 2008 <br />Page 5 of8 <br />
