It was initially anticipated that the larger holes be cut out and <br />pat0hed then followed by a general sealcoating. <br /> <br />It is:also evident from the tight alligator cracking throughout this project, that the 1.5 inch <br />bituminotis mat does not provide the necessary structural strength the pavement requires. It <br />is thelopilaion of City Staff that this segment of roadway will benefit from an overlay and <br />therCfore~yecommends that only portion of project lying south of the golf course be kept on <br />the i5~92,program for sealcoating, and that the remainder of the project be deleted from the <br />1992 ~chf, dule and be placed on the 1993 Street Maintenance Program for overlaying. <br /> <br />On Project #92-04, Pondvale Estates and Pondvale Estates 2nd AdditiOn, Mrs. Ellen <br />Sta~y i!ldicated that she was opposed to the sealcoating project because the pavement <br />would be,~'emoved within a short time for the extension of sewer and water. She requested <br />that file Gity conduct a survey which would provide an indication of how the residents in <br />thcs# subdivisions felt about extending municipal services. <br /> <br />Mr. Jankowski replied that he had conducted this survey. He found that four properties <br />were l:n favor of extension of the municipal services while four were opposed and two were <br />neutral. There was no response from the remaining five properties surveyed. The results <br />of thi~ sUeVey would suggest the installation of municipal services is as likely to be defeated <br />as it: is to be installed. In addition, this sewer will need to be extended through two <br />prolmsed subdivisions which are only in the early phases of the subdivision platting <br />process. If this project were delayed for an additional year, the pavement will be nine years <br />old ~for~ it receives its first sealcoat. The road is showing signs of aging and the aging <br />proce8s can be expected to accelerate. It was Mr. Jankowski's recommendation that this <br />street ~hould remain in the program. The Road and Bridge Committee concurred. <br /> <br />On Improvement Project 4/92-06, Traprock Commons, Mrs. Virginia DeLong indicated that <br />she f, lt that the streets had been sealcoated since 1984. Mr. Jankowski stated that he <br />checked the records and the last sealcoating was in 1984 citing Resolution 4/84-164 which <br />was tlie assessment resolution that was passed in August, 1984. <br /> <br />For Improvement Project//92-08, Whispering Pines and Whispering Pines Plat 4, a citizen <br />commented that the intersection of Okapi Street and 153rd Avenue has standing water and <br />ice because of the drainage. Mr. Jankowski said that he and Mr. Mevissen had observed <br />the condition and would perform some grading on the northeast corner of the intersection <br />prior to the program to facilitate drainage. <br /> <br />The remaining projects schedule for the 1992 Street Maintenance Program had no citizen <br />input. The Road and Bridge Committee recommended proceeding with the program with <br />the modifications identified above. <br /> <br />Case #2: Status of County Road #116 and Trunk Highway #47 <br /> Intersection Project. <br /> <br />Mr. Jankowski reported that he had received correspondence from Anoka County <br />indic.afing, that the project would be delayed until the 1993 construction season due to a <br />decision to extend the limits of the project. <br /> <br />Road and Bridge Committee / May 14, 1992 <br /> Page 2 of 3 <br /> <br /> <br />
