ROAD AND BRIDGE COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey~Roa~ and Bridge Committee conducted a regular meeting on Tuesday, December 22, <br />1992 at the Ramsay Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br /> Members ~esent: <br /> <br /> Also,!:kes~nt: <br />CALL TO ,.ORI}ER <br /> <br />May°r James Gilberts°n ~'~'c~ <br />Councilmember ~ <br /> <br />City Engineer Steven Jankowski ~j~. ~ <br /> <br />Mayor GilbOrtsonicalled the meeting of the Road and Bridge Committee to order at 6:45 p.m. <br /> ' <br /> <br />COMMITTEE :BUSINESS <br /> <br />Case #1: :1993 Annual Street Maintenance Program. <br /> <br />Mr. Jankowi;l~i itgdicated that the goal of the Annual Street Maintenance Program was to address <br />the mainten~t~cei~aeeds of all segments of the City's street system on a five to seven year basis. <br />Mr. Jankow~i p~sented a color-coded map detailing the maintenance history of the City's street <br />system. Ha!l/evi~' wed the 1992 program which consisted of crack filling and sealcoating 14.24 <br />miles of City foatlway at a cost of $134,755. The 1992 program was financed by a contribution of <br />$50,281 froh~ de~elopers and MSA maintenance funds, $44,432 which was special assessed to <br />property oySters}and $40,043 was the City's remaining share. The City's share, as in previous <br />years, is anttretpated to be funded from a future bond issue. <br /> <br />Mr. JankoW~Ski then focused on the proposed 1993 program. This program will consist of crack <br />filling and Se~lc~ating 12.54 miles of City roadway and overlaying 2.01 miles of streets. The <br />projected crJ'st~ fo{'the 1993 program consists of $135,781 for the crack filling and sealcoating and <br />$82,825 for~flle Overlay program for a total of $218,606. The proposed financing for the 1993 <br />program is!agti~pated as follows: $4,300 from developer escrow accounts, $100,900 from <br />assessmentS, llnd$113,400 remains to be collected from the City. The City's share may be raised <br />through a fa. tOre bond issue as in previous years or may be considered to be raised from a levy on <br />the 1994 ta~e~s, it is expected that discussion of raising the City's share will be addressed by the <br />Budget Committee between the time the public hearing on the program is held and the program is <br />authorized b3~the;City Council. Presumably this will occur in March 1993. <br /> <br />Mr. JankoW~ski ~rojected the scope of future annual street programs as follows: 1994, 15.43 <br />miles; 1995program, 10.66 miles; 1996 program, 9.28 miles. <br /> <br />He also ob .s3erVeC[ that the 1992, 1993 and 1994 programs will be of similar scope in terms of the <br />amount of ~t~et mileage addressed. Programs for 1995 and 1996 will begin to see a decrease in <br />the street milCag®. Hopefully, during those years it will be possible to decrease the cycle from the <br />current eight yea~ to a lesser interval which would be consistent with our policy previously stated <br />herein. <br /> <br />The cost of ihe c[ack filling and sealcoating projects for 1993 will be quite similar to those incurred <br />under the 1992 l!rograms. In 1992, the per lot assessments ranged from $93.67 to $219 with an <br />average per!!¢t a~sessment over the entire program of $112 per lot.
