per lot cost will ~nge from $112 to $207 per lot. The 1993 program will be the first time since <br />1990 that ad}t~Ci_t~ streets have been earmarked for overlays. One project scheduled for overlay <br />consists of ~' B~ookview Estates/White Pines subdivisions which was previously considered <br />under the 1~2 p~gram for sealcoating but was re-evaluated for an overlay due to the advanced <br />state of dete~br~t~ pavement. The cost for this 1.5 inch overlay is anticipated to be approximately <br />$643 per lO~, .iTh~s compares to per lot assessments in 1990 for the Autumn Heights, Woodland <br />Green and Hills Dover subdivisions of $515, $563 and $486, respectively. The overlay project <br />for 161st A~o~u6N.W. presents an unusual situation in terms of assessment. Under the current <br />assessment ~lic~, the project cost is divided half between the City and the benefitting property <br />owners. In ~l~e c~tse of 161st Avenue N.W., nine residential lots on the south side of the street <br />would be b~ ~efi.~ted by the improvements but Central Park and Federal Cartridge property <br />comprise th~ ~nt'~ land use on the north half of the street. If the current policy were applied to this <br />project, eacli of the ten assessable lots would have a share of $1,246. Both Staff and Committee <br />members fe[t~tha.~.this would be inequitable to those property owners, particularly in light of the <br />fact that a ¢~nsi~erable amount of traffic on this street is generated by Central Park. After <br />considering ~ev~raI alternative methods of financing, the Committee directed City Engineer <br />Jankowski ~.detCrmine the assessment by apportioning the normal property owner share on a per <br />foot basis a~ng all of the benefitted property owners including the City and Federal Cartridge. <br />This method ~ill~be deemed to be acceptable if it results in a per unit lot assessment reasonable in <br />line with th~ a, ss~sments anticipated for the Brookview Estates/White Pines subdivisions. <br /> <br />Mr. Jankows!~i al~o pointed out another unique situation which will occur in the Pine View Estates <br />and Pine View E~tates 2nd Addition. It was noted that the area south of 149th Avenue N.W. in <br />Pine View EstatOs 2nd Addition is zoned for residential and industrial uses. At the present time, <br />there is on~¥~on~ occupant in this subdivision which has taken advantage of the combination <br />residential-~tusfi'ial zoning. This is a cabinet maker who requires delivery of lumber on a regular <br />basis to his busil~ess. Unfortunately, 149th Avenue N.W. is designed only as a standard seven <br />ton street arid is Posted for approximately two months every spring when weight limitations are <br />normally in~l~ose~. Last year, this caused hardship to the cabinet maker in that he could not get the <br />delivery or, lumber to his shop for that period. Mr. Jankowski had proposed the concept of <br />increasing thg st~ cture of the road to nine ton standards by the addition of an overlay. After some <br />discussion,Lthe .~ommittee decided that this single user be contacted and advised to stockpile <br />lumber ma[e~al~.ahead of the weight limitations and perhaps allow him a one time permit during <br />the limitatiOr~!s f~ the delivery of lumber through this posted period. <br /> <br />A schedule for implementing the 1993 street program was reviewed. A feasibility report would be <br />submitted to ~the City Council at the first meeting in January and at that time a date would be set for <br />a public hc~ring. A public hearing would be held on February 9, 1993 and following the <br />mandatory '~s~xty~:(60) day comment period, plans and specifications could then be authorized on <br />April 13, 1993. Receipt of contract bids and award of contract could be anticipated for the second <br />meeting in May~ construction on the crack filling and overlay projects would be initiated in June <br />and sealcoatfng Would be performed in July.
